中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海殼牌石油化工有限公司（以下稱為“招標人”）委托，就中海殼牌惠州三期乙烯項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 對投標人的資格和業績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；窗體頂端窗體底端
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 本次招標接受代理商投標。投標人應為本次投標所投產品的制造商或代理商。如投標人為制造商同一集團負責銷售投標所投產品的全資子公司、控股子公司（投標人應提供制造商或其上級公司證明上述事項的證明文件），則視投標人為制造商。不能再將此貨物同時授權給其他投標人參與投標，否則相關的所有投標將被拒絕。
如果投標人按照合同提供的貨物不是投標人自己制造的，投標人應得到貨物制造商同意其在中國為本次投標提供該貨物的合法正式授權。投標人將被授權的貨物再授權給其他投標人同時參與投標的，相關的所有投標將被拒絕。
B. Bid by Agent is accepted. The bidder shall be the manufacturer or the Agent of the bidding products. If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected.
If the goods provided by the bidder in accordance with the contract are not manufactured by the bidder itself, the bidder shall obtain the legal and formal authorization from the goods manufacturer to provide such goods for this tender in China.All related bids will be rejected if a bidder re-authorizes the goods it has been authorized to other bidders to participate in the bidding simultaneously.

C. 投標人為事業單位的，應具有合法有效的事業單位法人證書，投標時需提供原件掃描件（原件被查）。投標人為分公司的，提供具有合法有效的營業執照和上級法人單位授權書（授權該分公司投標），認可該分公司和上級法人單位的資質、資格和業績，不認可同一上級法人單位的其它分公司的資質、資格和業績，投標時需提供原件掃描件（原件備查）。分公司與上級法人單位只可一家參與投標，同時參與投標的，投標均無效。
C. If the bidder is a public institution, it should have a valid and legal certificate of a public institution legal person. When bidding, a scanned copy of the original must be provided (if the original is verified). If the bidder is a branch company, it shall provide a valid business license and an authorization letter from the superior legal entity (authorizing the branch company to bid), recognizing the qualifications, credentials and performance of the branch company and the superior legal entity, but not the qualifications, credentials and performance of other branches of the same superior legal entity. When bidding, scanned copies of the original documents (originals for verification) shall be provided. only one branch company and the superior legal entity can participate in the bidding. If both participate in the bidding, all bids will be invalid.

（2）業績要求Requirement for Bidder's reference:
2010年1月1日至投標截止日（以合同簽署時間為準），投標人所投往復泵的制造商須至少具有（以下各項可以不在同一合同中，但必須全部滿足，所提供供貨業績均為符合API674要求的柱塞式往復泵）：
(1)至少具有一個合同，合同中供貨數量不少于2臺泵
(2)至少一臺泵輸送介質為醇類
(3)至少一臺泵額定流量不低于15m3/h
From January 1st, 2010 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the reciprocating pump offerde by the bidder must have at least (the following items can be in different contracts but must all be satisfied, and all provided supply performance must meet API 674 requirements for plunger reciprocating pumps):
(1) Have at least one contract with a minimum supply quantity of 2 pumps.
(2) At least one pump with alcohol as the transported medium
(3) At least one pump with normal flow not lower than 15m3/h
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：銷售合同復印件。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、制造商名稱、裝置名稱、貨物名稱、介質、額定流量、所采用的標準等。
若業績合同為年度協議，除提供年度協議外，還應提供相應的已到貨訂單，訂單內容或編號應與年度協議相關聯。同一個年度協議下提供1個或以上的訂單及與訂單對應的材料均算為1個有效業績。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract and 2) acceptance evidence of goods delivery. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods, transported medium, normal flow, pump design and manufacturing standards etc.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders under the same annual agreement is considered as one valid performance.
投標人為代理商的，需同時提供投標人代理該授權單位旗下品牌泵的近三年內（以業績合同交貨期為準算）的代理業績。
If the bidder is an agent, it shall also required to provide the agency performance of the bidder for the brand of pumps under the authorized unit in the past three years (calculated based on the delivery date of the performance contract).
未提交業績證明文件，或通過所提供的業績證明文件無法認定滿足上述業績要求的，均視為無效業績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
同一集團全球范圍內不同制造商（即同一集團旗下的全資子公司或控股子公司或制造工廠）制造的所投產品的業績，視為投標人所投產品的制造商的業績；投標人應提供說明函，說明本次所投產品的制造商與滿足上述業績要求的產品制造商屬于同一集團。
The performance of the products tendered by different manufacturers of the same group worldwide (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) shall be regarded as the performance of the manufacturer of the products tendered by the bidder. The bidder shall provide a letter of explanation, stating that the manufacturer of the products being tendered this time belongs to the same group as the manufacturer of the products that meet the above performance requirements.
如果投標人為制造商所在集團內負責銷售的公司，應提供該制造商的業績。
If the bidder is a company within the manufacturer's group responsible for sales, it must provide the manufacturer's track record.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Aug.22nd, 2025 to Aug.29th, 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. 5. 投標文件遞交截止時間和方式：所有投標文件都應附有按規定提交的投標保證金，并于2025年9月12日上午9:00（北京時間）前線上提交至中國國際招標網站（http://www.chinabidding.com）。在此時間后收到的投標文件恕不接受。
The deadline and method for submission of bid: All bids must be accompanied by a bid security as specified and must be submitted online on China International Bidding website (http://www.chinabidding.com) at or before 9:00 am (Beijing Time) on Sep. 12nd, 2025. Any bid beyond the required time and date shall be subject for rejection.

This Invitation for Bids will be published on China International Bidding website (http://www.chinabidding.com) ，China Procurement and Tendering websit （http://www.chinabidding.com.cn）and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) at the same time.
9. 投標人在投標前應在必聯網（https://www.ebnew.com）或機電產品招標投標電子交易平臺（https://www.chinabidding.com）完成注冊及信息核驗。評標結果將在機電產品招標投標電子交易平臺（http://www.chinabidding.com）和中海油采辦業務管理與交易系統（https://buy.cnooc.com.cn）上發布。
Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com .The bid evaluation results will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .
10. 提示Notes
投標人進入開標大廳后，需要進行簽到操作，等待開標主持人指令。允許解密后，投標人點擊解密按鈕進行解密投標文件（需解密前在電腦上插入當前賬號綁定的CA），輸入正確的CA密碼。（請注意：如投標人未在投標截止時間/開標時間前進行簽到，原則上將無法進行解密，將被視為撤回其投標文件。）
The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)
投標文件解密時限為60分鐘。投標人未在上述解密時限內完成解密視為解密失敗，根據？電子招標投標辦法？的規定，視為投標人撤回投標文件。
The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.
投標人對開標有異議的，應當在開標現場提出，招標人當場做出答復，并制作記錄。未在線上開標現場提出的開標異議，不予受理。
Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
