CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC (China) Co., Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under by DF1-1 gas field CCUS for enhance gas recovery project International Competitive Bidding. 3. 對投標人的資格和業績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
投標人為分公司的，需具有合法有效的營業執照（境內注冊）/公司登記注冊證明（境外注冊）和上級法人單位授權書（授權該分公司投標和簽訂合同），投標時需提供原件掃描件（原件備查）。
招標人認可該分公司和上級法人單位的資質、資格和業績，不認可同一上級法人單位的其它分公司的資質、資格和業績。分公司與上級法人單位只可一家參與投標，同時參與投標的，投標均無效。
The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B. 投標人應為天然氣離心壓縮機本體的制造商,不接受成橇商和代理商投標。
VENDOR shall be the manufacturer of natural gas centrifugal compressor body. Bid by agent is not accepted.

（2）資質要求Qualification requirement:
投標人所投壓力容器的制造商應具有并提供有效期內的資質，并在技術文件中明確設計制造標準：
①若壓力容器采用國內標準設計制造，制造商須具有《中華人民共和國特種設備生產許可證》，且證書在有效期內，許可項目：壓力容器制造D級及以上，且證書批準范圍涵蓋本次招標范圍。投標時需提供證書原件掃描件（原件備查）并可在全國特種設備公示信息查詢平臺（https://cnse.e-cqs.cn/info-pub/pub）核實或行政主管部門網站核實。
②若壓力容器采用美標標準設計制造，制造商需提供ASME證書，證書需在有效期內，且證書批準范圍涵蓋本次招標范圍，投標時需提供證書原件掃描件（原件備查），且證書可在官網（https://caconnect.asme.org）核實，同時需要制造商具有《中華人民共和國特種設備生產許可證》，且證書在有效期內，許可項目：壓力容器制造D級及以上，且證書批準范圍涵蓋本次招標范圍。投標時需提供證書原件掃描件（原件備查）并可在全國特種設備公示信息查詢平臺（https://cnse.e-cqs.cn/info-pub/pub）或行政主管部門網站核實。
The manufacturer of the pressure vessels tendered by VENDOR shall possess and provide valid qualifications, and clearly specify the design and manufacturing standards in the technical documents:
①If the pressure vessel is designed and manufactured in accordance with domestic standards, the manufacturer must hold a "Special Equipment Production License of the People's Republic of China", and the certificate must be valid. The permitted project: pressure vessel manufacturing Class D and above, and the approved scope of the certificate must cover the scope of this tender. When bidding, a scanned copy of the original certificate (original for verification) must be provided and can be verified on the National Special Equipment Publicity Information Query Platform (https://cnse.e-cqs.cn/info-pub/pub) or verified on the website of the administrative authority..
② if the design and manufacture of pressure vessel using standard American standard, the manufacturer must provide ASME certificate, the certificate should be in the period of validity, and the certificate of approval range covers the scope of the tendering, tender shall provide the original certificate when scanning (original reference), and certificate in the website (https://caconnect.asme.org) to verify, At the same time, the manufacturer must hold a "Special Equipment Production License of the People's Republic of China", and the certificate must be valid. The permitted project is pressure vessel manufacturing at grade D or above, and the approved scope of the certificate must cover the scope of this tender. When bidding, a scanned copy of the original certificate (original for verification) must be provided and can be verified on the National Special Equipment Publicity Information Query Platform (https://cnse.e-cqs.cn/info-pub/pub) or verified on the website of the administrative authority.
（3）業績要求Requirement for Bidder's reference:
自2015年1月1日至投標截止日（以合同簽署時間為準），投標人應具有至少1個合同的電機驅動的天然氣離心壓縮機組的供貨業績，且滿足壓縮機結構型式為單缸兩段式、處理量≥210×104Sm3方/天和出口壓力≥3400kPaG的技術要求。投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括：1）銷售合同復印件和2）用戶簽字或蓋章的到貨驗收材料（到貨驗收單或調試驗收報告或其他可以證明合同項下貨物已經到貨驗收的有效證明材料）。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、貨物名稱、技術要求（結構型式、處理量、出口壓力）及用戶簽字或蓋章的到貨驗收材料。若業績合同為年度協議，除提供年度協議外，還應提供相應的已到貨訂單,訂單內容或編號應與年度協議相關聯。同一個年度協議下提供1個或以上的訂單及與訂單對應的到貨驗收材料均算為1個有效業績。未提交業績證明文件，或通過所提供的業績證明文件無法認定滿足上述業績要求的，均視為無效業績。
Since Jan. 1st, 2015 to the deadline of bids submission stipulated(The date of signing the contract shall prevail),VENDOR shall have at least one set of the natural gas centrifugal compressor unit driven by the motor,and meet the technical requirements of structure of the centrifugal compressor supplied is a single casing with two-section, the processing capacity shall be ≥210x104Sm3/d and the outlet pressure shall be ≥3400kPaG. VENDOR shall furnish reference List in given form for the above-mentioned
VENDOR must submit the performance table in the prescribed format and provide relevant performance certification documents. The performance proof documents include: 1) A copy of the sales contractand 2) the arrival acceptance materials signed or sealed by the user (arrival acceptance form or commissioning acceptance report or other valid proof materials that can prove the goods under the contract have arrived and been accepted). The performance proof documents submitted by VENDOR must at least reflect the following contents: the contract signing time, the contract signing page (domestic trade contracts should have the seals of both parties, and international trade contracts should have the signatures or seals of both parties), the name of the goods, the technical requirements (structural type, processing capacity, export pressure), and the arrival acceptance materials signed or sealed by the user. If the performance contract is an annual agreement, in addition to providing the annual agreement, the corresponding orders that have arrived should also be provided. The content or number of the orders should be associated with the annual agreement. Under the same annual agreement, providing one or more orders and the corresponding arrival acceptance materials for the orders are all counted as one valid performance. If no documentary evidence furnished, or documentary evidence furnished can not determine that the above-mentioned performance requirements are met through the provided performance proof documents shall all be regarded as invalid performance.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from September 18th, 2025 to September 25th, 2025. For the first time of login a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com .The bid evaluation results will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .
10. 提示Notes
投標人進入開標大廳后，需要進行簽到操作，等待開標主持人指令。允許解密后，投標人點擊解密按鈕進行解密投標文件（需解密前在電腦上插入當前賬號綁定的CA），輸入正確的CA密碼。（請注意：如投標人未在投標截止時間/開標時間前進行簽到，原則上將無法進行解密，將被視為撤回其投標文件。）
The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)
投標文件解密時限為60分鐘。投標人未在上述解密時限內完成解密視為解密失敗，根據電子招標投標辦法的規定，視為投標人撤回投標文件。
The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.
投標人對開標有異議的，應當在開標現場提出，招標人當場做出答復，并制作記錄。未在線上開標現場提出的開標異議，不予受理。
Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
