中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”），中國海洋石油集團(tuán)有限公司的全資子公司，受中海殼牌石油化工有限公司（以下稱為“招標(biāo)人”）委托，就中海殼牌惠州三期乙烯項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交電子密封投標(biāo)：
CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of CSPC Huizhou Phase 3 Ethylene. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

項(xiàng)目概況：中海殼牌石油化工有限公司（以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州三期乙烯項(xiàng)目，以實(shí)現(xiàn)其打造世界級(jí)、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

數(shù)量：1套熱值分析儀（殘氧燃燒法），1套順磁氧分析儀，含1套分析小屋及配套的預(yù)處理系統(tǒng)、分析系統(tǒng)等
Quantity: 1 set of calorific value analyzer (residual oxygen combustion method), 1 set of paramagnetic oxygen analyzer, including 1 set of analysis cabin and the supporting pretreatment system, analysis system, etc.
主要技術(shù)規(guī)格：性能應(yīng)滿足下列要求：
1）順磁氧分析儀：線性誤差：≤1%FS；重復(fù)性：≤1%FS；響應(yīng)時(shí)間：T90小于10S；零點(diǎn)漂移：不大于0.5%/月；量程漂移：不大于0.5%/月。量程：0～5%。
2）熱值分析儀精度：≤1%FS；測(cè)量原理采用殘氧燃燒法。量程：0～200000 kJ/Nm3

3. 對(duì)投標(biāo)人的資格和業(yè)績要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）資格要求Requirements for Qualifications of the Bidder★
A. 如果投標(biāo)人為中國境內(nèi)注冊(cè)公司，投標(biāo)人需具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
如果投標(biāo)人為中國境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
投標(biāo)人為分公司的，需具有合法有效的營業(yè)執(zhí)照（境內(nèi)注冊(cè)）/公司登記注冊(cè)證明（境外注冊(cè)）和上級(jí)法人單位授權(quán)書（授權(quán)該分公司投標(biāo)和簽訂合同），投標(biāo)時(shí)需提供原件掃描件（原件備查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
招標(biāo)人認(rèn)可該分公司和上級(jí)法人單位的資質(zhì)、資格和業(yè)績，不認(rèn)可同一上級(jí)法人單位的其它分公司的資質(zhì)、資格和業(yè)績。分公司與上級(jí)法人單位只可一家參與投標(biāo)，同時(shí)參與投標(biāo)的，投標(biāo)均無效。
The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.

投標(biāo)人應(yīng)為所投產(chǎn)品（火炬氣回收熱值和氧分析儀系統(tǒng)）的制造商。集成商視為制造商。如投標(biāo)人為制造商同一集團(tuán)負(fù)責(zé)銷售投標(biāo)所投產(chǎn)品的全資子公司、控股子公司（投標(biāo)人應(yīng)提供制造商或其上級(jí)公司證明上述事項(xiàng)的證明文件），則視投標(biāo)人為制造商。
Bid by Agent is not accepted.The bidder shall be the manufacturer of the products (Torch Gas Recovery Calorific Value and Oxygen Analyzer System ), the integrator considers the manufacturer. If the bidder is a wholly-owned or holding subsidiary of the same group as the manufacturer responsible for the sales of the products being tendered (the bidder shall provide a certificate from the manufacturer or its superior company to prove the above matters), the bidder shall be regarded as the manufacturer.
C. 是否接受聯(lián)合體投標(biāo)：否
Is any bid by a consortium or a joint venture accepted? No.
D. 未領(lǐng)購招標(biāo)文件是否可以參加投標(biāo):不可以
Can a bidder participate in the bidding without purchasing the Solicitation document? No.
E.其它:如投標(biāo)人為制造商同一集團(tuán)負(fù)責(zé)銷售投標(biāo)所投產(chǎn)品的全資子公司、控股子公司（投標(biāo)人應(yīng)提供制造商或其上級(jí)公司證明上述事項(xiàng)的證明文件），則視投標(biāo)人為制造商。？投標(biāo)產(chǎn)品由制造商不同工廠生產(chǎn)且使用相同品牌時(shí)，予以接受。
others: If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding product produced by different factories of the manufacturer with the same brand shall be accepted.
同一集團(tuán)全球范圍內(nèi)不同制造商（即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠）制造的所投產(chǎn)品的業(yè)績，視為投標(biāo)人所投產(chǎn)品的制造商的業(yè)績；投標(biāo)人應(yīng)提供說明函，說明本次所投產(chǎn)品的制造商與滿足上述業(yè)績要求的產(chǎn)品制造商屬于同一集團(tuán)。
The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.
（2）資質(zhì)要求Qualification requirement：
所投分析儀本體在有效期內(nèi)的防爆合格證書，證書中應(yīng)體現(xiàn)一區(qū)防爆、防爆等級(jí)不低于IIC T4，防爆合格證書應(yīng)由NEPSI、CQST、PCEC、IECEx、ATEX之一或國家認(rèn)可的其他防爆檢驗(yàn)機(jī)構(gòu)出具。
The explosion-proof certificate of the analyzer body is valid within the validity period. The certificate should reflect that the explosion-proof level of the first zone is not lower than IIC T4. The explosion-proof certificate should be issued by one of NEPSI, CQST, PCEC, IECEx, ATEX or other nationally recognized explosion-proof inspection agencies.
（3）業(yè)績要求Requirement for Bidder's Past Performance:
2016年1月1日至投標(biāo)截止日(以合同簽署時(shí)間為準(zhǔn))，投標(biāo)文件應(yīng)同時(shí)滿足以下業(yè)績要求（可接受以下兩項(xiàng)要求同時(shí)體現(xiàn)在一個(gè)合同）：
From January 1st, 2016 to the deadline for submission of the bid (subject to the signing time of the contract), the tender documents should simultaneously meet the following performance requirements (it is acceptable for both of the following two requirements to be reflected in one contract)：
① 投標(biāo)人至少具有1個(gè)分析儀表系統(tǒng)集成的合同業(yè)績。
①The bidder shall have at least one contract performance record of integrating an analytical instrument system.
②投標(biāo)的熱值分析儀制造商至少有1個(gè)測(cè)量原理為殘氧燃燒法的合同業(yè)績。②The heat value analyzer manufacturer bidding must have at least one contract performance using the residual oxygen combustion method as the measurement principle.
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括：銷售合同復(fù)印件。
The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents. The performance certification documents include: Copies of sales contract.
投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、貨物名稱、熱值分析儀原理。
The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); name of goods, Principle of calorific value analyzer.
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號(hào)應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個(gè)年度協(xié)議下，提供1個(gè)或以上的訂單，均視為1個(gè)有效業(yè)績。
If the contract is an annual framework agreement, in addition to the agreement itself, the corresponding Purchase Order(s) (PO)(under which the goods were delivered) shall also be provided, and the purchase order content or PO numbering shall be associated with the annual framework agreement. Under the same annual framework agreement, one or more purchase orders corresponding to the orders shall be deemed as one valid performance.
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均被視為無效業(yè)績。
Failure to submit the past performance certification documents, or inability to verify that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.

從2026年1月29日開始至2026年2月5日止，請(qǐng)登錄中國供應(yīng)鏈數(shù)字化平臺(tái)(https://bid.cnooc.com.cn）的“招標(biāo)公告”頁面進(jìn)行購買。
Bidders are requested to log in to the "招標(biāo)公告" (Notice of Procurement ) page of the CNOOC Supply Chain Digital Platform (https://bid.cnooc.com.cn) to purchase the Solicitation documents from Jan 29th , 2026 to Feb 5th , 2026.
首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)方式選擇“自主注冊(cè)公開招標(biāo)”。選擇其他注冊(cè)方式將導(dǎo)致注冊(cè)失敗。注冊(cè)成功后，方可購買招標(biāo)文件。

The bidder is requested to fill in the "購買招標(biāo)文件登記表" (Registration Form for Purchasing Solicitation documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation documents by themselves. Each set of the Solicitation documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/ pre-qualification documents. Before submitting a bid, bidders shall complete registration and information verification on either EBNew or the Electronic Trading Platform for Mechanical and Electrical Products Bidding. The bid evaluation results will be published on the Electronic Trading Platform for Mechanical and Electrical Products Bidding and CNOOC Supply Chain Digital Platform.
