3. 投標(biāo)人資格要求

投標(biāo)人應(yīng)具備的資格：

（1）具有建設(shè)行政主管部門頒發(fā)的電力工程施工總承包三級及以上或輸變電工程專業(yè)承包三級及以上企業(yè)資質(zhì)，具有電監(jiān)會或其分支機構(gòu)頒發(fā)的承裝（修、試）電力設(shè)施許可證伍級及以上資格和有效的安全生產(chǎn)許可證。

（2）投標(biāo)截止日前三個月內(nèi)未發(fā)生負(fù)主要責(zé)任的一般工程質(zhì)量事故；投標(biāo)截止日前半年未發(fā)生負(fù)主要責(zé)任的重大工程質(zhì)量事故；投標(biāo)截止日前一年內(nèi)未發(fā)生負(fù)主要責(zé)任的特大工程質(zhì)量事故；投標(biāo)截止日前三個月內(nèi)未發(fā)生一般安全事故；投標(biāo)截止日前半年內(nèi)未發(fā)生人身死亡事故或者重大及以上設(shè)備事故、電網(wǎng)事故、火災(zāi)事故、負(fù)主要責(zé)任的交通事故之一的；投標(biāo)截止日前一年內(nèi)未發(fā)生施工重大人身死亡事故；投標(biāo)截止日前一年內(nèi)在招標(biāo)人其他工程中未因投標(biāo)人的原因?qū)е鹿こ虩o法實現(xiàn)工程建設(shè)的質(zhì)量目標(biāo)；投標(biāo)截止日前半年內(nèi)未發(fā)生被浙江省電力公司通報且勒令停止施工的。

（3）擬派本工程項目負(fù)責(zé)人須具有機電工程專業(yè)注冊建造師二級及以上 。

（4）不接受聯(lián)合體投標(biāo)；

（5）未領(lǐng)購招標(biāo)文件不可以參加投標(biāo)；

（6）本次實行資格后審。

Overview：

         1. Xianju Biodiversity Development Co., Ltd. has applied for funds from the Agence Fran?aise de Développement (AFD) towards the cost of Cable Line Relocation Project of ropeway for Gongyuyan under Xianju Scenic Area of Demonstration Project on Biodiversity Conservation and Development of Xianju County Project. It is intended that part of the proceeds of these funds will be applied to eligible payments under the contract for Procurement of Cable Line Relocation Project.

 

         2. CMC International Tendering Co., Ltd. is entrusted by Xianju Biodiversity Development Co., Ltd., now invites all eligible bidders to participate, and the bidding adopt the form of domestic competitive process.

Controlled bidding price: Euro 980,872.19. The bid will be rejected if the bid price exceeds the budget. (The exchange rate is 1 Euro= CNY 7.5889)

Planned duration: 150 calendar days

 

3.  Qualification Requirements For Bidder

 

(1) The qualification of third level or above for general contracting of power engineering construction or third level or above for specialized contracting of power transmission and transformation engineering issued by the competent construction administrative department, possessing the qualification of fifth level or above for undertaking (repairing, testing) power facilities issued by the Electric Power Supervision Commission or its branches, and a valid safety production license.

(2) No major engineering quality accidents have occurred within the three months prior to the bidding deadline; No major engineering quality accidents with primary responsibility occurred in the six months prior to the bidding deadline; Within one year prior to the bidding deadline, there have been no major engineering quality accidents for which the bidder is primarily responsible; No general safety accidents have occurred within the three months prior to the bidding deadline; Within six months prior to the deadline for bidding, there has been no personal death accident, major or above equipment accident, power grid accident, fire accident, or one of the main responsible traffic accidents; There have been no major construction accidents resulting in personal death within one year prior to the bidding deadline; Within one year prior to the deadline for bidding, there have been no other projects of the tenderer where the quality objectives of the project cannot be achieved due to reasons attributable to the bidder; Within six months prior to the bidding deadline, there has been no notification or order to stop construction by Zhejiang Electric Power Company.

(3) The proposed project leader for this project must have level 2 or above of Registered Constructor in Mechanical and Electrical Engineering

(4) Joint Venture shall not be allowed for this project;

(5) Bid without the bidding documents：NOT Available.

(6) The bid is Post-qualification.
