normal style='text-indent:24.0pt;line-height:150%'>本項目為定點加油采購服務，為深能環保發展（佛岡）有限公司日常作業車輛提供定點加油采購服務。項目地點位于廣東省清遠市佛岡縣石角鎮興業西路41號鋪具體內容詳見技術規范書。

normal style='margin-left:18.15pt;text-indent:-18.15pt;line-height: 150%'>3、招標范圍（內容）：

normal style='text-indent:24.0pt;line-height:150%'>本項目招標范圍：為深能環保發展（佛岡）有限公司日常作業車輛提供定點加油采購服務，服務期為1年；具體內容詳見技術規范書。日常作業車輛用油使用0#柴油、92#汽油作為燃料，暫估的用油數量如下：

注：甲方不排除因生產方案改變導致的供應減少甚至取消的風險，此風險由投標人負擔。

normal style='text-indent:12.05pt;line-height:150%'>【證明文件：投標時提交有效的營業執照掃描件；分支機構投標的，須提供總公司和分公司營業執照掃描件，總公司出具給分支機構的授權書。依法設立登記的分支機構以自己的名義參加本項目投標活動，產生的民事責任由法人承擔。】；

normal style='text-indent:12.0pt;line-height:150%'>5.3 投標人未被列入“信用中國”網站（www.creditchina.gov.cn）失信被執行人名單及“信用電力 ”網站（http://creditpower.cec.org.cn）黑名單中；【投標人無需提供證明文件，以評標委員會在開標當日查詢結果為準】；

normal style='line-height:150%'>（2）為了滿足歸檔要求，請中標人在收到中標通知書后5天內郵寄遞交紙質投標文件（郵寄地址詳見招標公告“12、聯系方式”、要求詳見《投標須知修改表》第13、14條）。

normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>（1）本次投標采用深圳能源集團電子招標投標平臺（以下簡稱“深能招標平臺”）電子投標（簡稱“線上”）方式。投標人須登陸深圳能源集團電子招標平臺（http://www.dlztb.com/file/upload/zbwj/sgcc/ru12zp1zi3z>）完成本次招投標活動所需相關操作。

normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>（2）投標人首先應仔細閱讀平臺辦事指南及《深圳能源集團電子招標投標平臺使用說明》（見公告附件）；在系統的“組件下載”中下載“投標文件制作客戶端”，按照操作指引安裝、打開招標文件及制作投標文件熟悉各環節操作步驟。（附辦事指南網址：http://www.dlztb.com/file/upload/zbwj/sgcc/gbbrnd12w0g>）

normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>1）平臺注冊、CA辦理：投標人在購買招標文件前須在深圳能源集團電子招標投標平臺完成注冊登記并審核通過，投標人要為注冊登記預留足夠的時間，由于投標人自身原因，截至招標文件發售時間尚未完成注冊登記審核，造成無法及時進行標書購買，后果由投標人自行承擔。投標人須在下載招標文件前完成數字證書（CA）的辦理，綁定CA后方可下載招標文件。投標人要為辦理CA預留足夠的時間，由于投標人自身原因造成無法投標的，由投標人承擔責任。

normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>3）招標文件澄清質疑：招標文件的質疑發出后請通過郵件或者電話方式通知招標代理，須同時提供可編輯版和蓋章版。澄清回復將在“深能招標平臺”線上發布。

normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>4）保證金：通過廣咨電子招投標交易平臺網站（www.gzebid.cn）繳納。

normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>5）投標文件制作：投標文件應嚴格按照招標文件要求進行編制，文件大小應不超過500M。投標文件不支持PDF直接上傳。法定代表人證明書、法定代表人授權書必須加蓋投標人實體公章（法定代表人授權書需由法定代表人簽字），投標人須將此文件掃描后放入WORD中進行上傳，其他文件如無特殊要求可加蓋本平臺CA電子章。

normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>6)熟悉系統及測試投標：投標人需至少在項目投標截止時間前兩個工作日，用空白文檔測試投標文件的制作、電子簽章及導出等操作。確認簽章是否成功，并核實導出標書中的開標一覽表報價是否為制作標書時所編輯的內容。如遇到問題，請及時咨詢平臺技術支持解決。

normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>7）開標：在開標時間各投標人通過“深能招標平臺”進行線上開標，投標人需準備好數字證書（CA證書）、網絡及電腦，在開標時間用CA解密標書。操作詳見辦事指南。投標人未在規定的投標截止時間前完成投標文件上傳并簽到，或未及時解密投標文件，或加密投標文件解密失敗后未及時上傳非加密投標文件，均視為投標人放棄投標。

normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>8）不同投標人的電子投標文件中包含的計算機網卡MAC地址、CPU序列號和硬盤序列號信息均相同的，其投標將被否決。
