normal style='text-indent:24.0pt;line-height:150%'>招標人及其關(guān)聯(lián)公司擬在巴布亞新幾內(nèi)亞國（以下簡稱“巴新”）中央省 Laloki 地區(qū)建設(shè)生物質(zhì)智能零碳離網(wǎng)型微電網(wǎng)示范應(yīng)用工程（以下簡稱“巴新微網(wǎng)示范項目”或“項目”），該項目距離首都莫爾斯比港機場約20公里，項目所在地區(qū)氣候條件與巨菌草生長需求高度契合，然而該區(qū)域地形崎嶇復雜，與外部電網(wǎng)聯(lián)系薄弱，電能交換困難，可再生資源利用率低，易出現(xiàn)計劃或非計劃停電現(xiàn)象，供電穩(wěn)定性和可靠性難以保障，對用戶正常生產(chǎn)生活造成了巨大影響，因此建設(shè)微電網(wǎng)工作迫在眉睫。
normal style='text-indent:24.0pt;line-height:150%'>項目以菌草生物質(zhì)能為基礎(chǔ)能源，耦合太陽能、風能，配套儲能、柴發(fā)構(gòu)建離網(wǎng)微網(wǎng)系統(tǒng)，為巴新電力網(wǎng)絡(luò)脆弱地區(qū)提供解決方案。微網(wǎng)系統(tǒng)包含生物質(zhì)發(fā)電、光伏、儲能、風電、柴發(fā)、約10公里出線以及用電負荷在10kV完成組網(wǎng)，同時構(gòu)建一套微網(wǎng)控制系統(tǒng)。微電網(wǎng)系統(tǒng)中柴油發(fā)電和風力發(fā)電系統(tǒng)電力匯集至0.4kV交流母線后，匯集至一部分可用于廠用電負荷消納，另一部分富余電力可通過升壓變壓器與生物質(zhì)能發(fā)電、地面光伏發(fā)電、儲能系統(tǒng)匯集至10kV交流母線，通過10kV架空線路送至示范區(qū)，經(jīng)過降壓變壓器為示范區(qū)三個區(qū)域提供電力供給。整個微電網(wǎng)發(fā)電區(qū)和用戶側(cè)三個負荷區(qū)之間通過10kV架空線路相互聯(lián)絡(luò)。發(fā)電側(cè)和用戶側(cè)分別預留遠期大電網(wǎng)并網(wǎng)接口。

normal style='text-indent:24.0pt;line-height:150%'>本項目為設(shè)計招標，勘察工作不在本項目招標范圍，具體包括但不限于以下內(nèi)容：
normal style='text-indent:24.0pt;line-height:150%'>1、負責編寫主要設(shè)備采購的技術(shù)規(guī)范書，協(xié)助招標人開展主設(shè)備招標采購工作；
normal style='text-indent:24.0pt;line-height:150%'>2、負責初步設(shè)計方案（包含初設(shè)概算）、施工圖設(shè)計、竣工圖繪制，設(shè)計中綜合考慮經(jīng)濟性和技術(shù)性，并配合組織初步設(shè)計評審和施工圖評審（如有）工作；
normal style='text-indent:24.0pt;line-height:150%'>3、負責工程量清單及設(shè)備材料清冊編制，協(xié)助招標人開展施工招標文件及技術(shù)規(guī)范書編制工作；
normal style='text-indent:24.0pt;line-height:150%'>4、編制滿足工程建設(shè)所需的所有專題報告，包括不限于設(shè)備選型、保護定值整定等。

normal style='text-indent:12.0pt;line-height:150%'>5.5 投標人業(yè)績要求：投標人在2015年至2025年8月31日前至少同時具有以下兩類設(shè)計業(yè)績（EPC總承包業(yè)績不能作為滿足本投標資格的合格業(yè)績）：①一項能源電力行業(yè)海外設(shè)計相關(guān)業(yè)績（火電、生物質(zhì)發(fā)電、垃圾發(fā)電、風電、光伏、儲能、電網(wǎng)工程均可），②一項生物質(zhì)發(fā)電或垃圾焚燒發(fā)電設(shè)計業(yè)績（證明文件：投標人提供的業(yè)績證明文件包括但不限于合同掃描件，合同掃描件應(yīng)至少包含：合同封面、合同工作內(nèi)容（合同內(nèi)容描述不詳細的可補充提供技術(shù)協(xié)議）、合同雙方蓋章頁、合同簽訂日期等信息；）
