1. The Xianju Biodiversity Development Co., Ltd. has received funds from the Agence Fran?aise de Développement (the French Development Agency) towards the cost of Project for the Demonstration Project on Biodiversity Conservation and Development of Xianju County Project. It is intended that part of the proceeds of these funds will be applied to eligible payments under the contract for Construction Project for the Parking Building and Facilities for Gongyuyan in Scenic Area Entrance (EPC).

Project construction budget: RMB 90,040,100.00 (including the maximum limit of survey and design costs is 1,405,500 yuan). The bid will be rejected if the bid price exceeds the budget.

仙居生物多樣性發(fā)展有限公司已從法國開發(fā)署(AFD)申請到了一筆貸款，用于支付仙居縣域生物多樣性保護和發(fā)展利用示范工程建設(shè)項目項下的費用，并計劃將其中部分貸款用于公盂景區(qū)入口停車樓及管理用房工程（EPC）項下的合格支付。

招標控制價：人民幣  90,040,100.00（含設(shè)計費用最高限價1,405,500.00人民幣）。超過招標控制價的投標將被拒絕。

(hereinafter referred to as “Employer’s Agent”), authorized and on behalf of The Xianju Biodiversity Development Co., Ltd. now invites sealed bids from eligible bidders for the Procurement of Construction Project for the Parking Building and Facilities for Gongyuyan in Scenic Area Entrance (EPC) ("the Works"). National Procurement Competitive bidding will conducted in accordance with the Agency's Single-Stage two-Envelopes Bidding Procedure.

受仙居生物多樣性發(fā)展有限公司(業(yè)主)的委托，中機國際招標有限公司作為業(yè)主代理，邀請合格投標人參與公盂景區(qū)入口停車樓及管理用房工程（EPC）的投標。本次招標為國內(nèi)競爭性招標方式，遵照法署一階段雙信封的招標程序。

6. Bids must be delivered to the above office on or before 4th Floor, Shouke Plaza, No. 14, Xisanhuan South Road, Fengtai District, Beijing, China on or before 10:00 AM on February 11, 2026 and must be accompanied by bid security of CNY 1,700,000.00.

7. Bids will be opened in the presence of bidders’ representatives who choose to attend at at 10:00 AM on February 11, 2026 at the offices of 4th Floor, Shouke Plaza, No. 14, Xisanhuan South Road, Fengtai District, Beijing, China.

8.    Qualification criteria are as follows:

only eligible Bidders with the following key qualifications should participate in this bidding:

 

1. Termination of a contract did not occur as a result of contractor’s default in the past five (5) years, starting 1st January 2021.

 

2. Not under suspension based on execution of a Bid Securing Declaration pursuant to ITB 4.4.

 

3. All pending litigation shall in total not represent more than 100% of the Bidder’s net worth and should have been resolved.

 

4. The bidder must meet the following Qualification Requirements:

(1) Construction Qualification: The bidder (If is Joint Venture, the JV leader must meet the requirement) shall have a Grade I or higher qualification in General Construction Contracting for Construction Engineering. 

 

(2) Design Qualification: The bidder (If is Joint Venture, the member of JV must meet the requirement) shall have one of the following design qualifications: 

① Grade A Comprehensive Design Qualification for Engineering; 

② Grade A qualification in Architectural Engineering Design; 

③ Grade A qualification in Architectural Engineering (Construction Engineering) Design. 

 

(3) Project Manager (also serving as Construction Project Leader) Qualification Requirement: have a Grade I Registered Constructor Qualification (in Construction Engineering) (if is Joint Venture, the project manager shall be the staff of theJV leader). 

 

(4) Design Leader Qualification Requirement: have a Grade I Registered Architect Qualification (if is Joint Venture, the design Leader shall be the staff of the member of the JV). 

 

Note: The Project Manager (also serving as Construction Project Leader) and the Design Leader shall not be the same person.

 

5. The bidder must have a valid Safety Production License issued by the housing and urban-rural development department.

 

6. The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as CNY 14 million for the subject contract(s) net of the Bidder’s other commitments

 

7. Minimum average annual supplier turnover of CNY 125 million, calculated as total certified payments received for contracts in progress and/or completed within the last 3 years(2022-2024), divided by 3 years

 

8. At least one EPC construction project experience in the role of prime contractor, JV member, sub-contractor, or management contractor for at least the last 5 years, starting 1st January 2021.

 

9. (i) A minimum number of similar  contracts specified below that have been satisfactorily and substantially  completed as a prime contractor, joint venture member , management contractor or sub-contractor between 1st January 2021 and application submission deadline: 2 contracts of EPC project, each of minimum value CNY 72 million; For the above and any other contracts completed and under implementation as prime contractor, joint venture member,  management contractor or sub-contractor  on or after the first day of the calendar year during the period stipulated in 4.2 (a) above, a minimum construction experience in the following key activities successfully completed : 1. A construction project with a total floor area of 20,000 square meters.
10. Availability of a valid ISO certification or or equivalent of internationally recognized certification (equivalency to be demonstrated by Applicant): - quality management certificate ISO 9001 or equal international or national level certificate in China; - environmental management certificate ISO 14001 or equal international or national level certificate in China.
11. The bidder and proposed project leader (referring to the overall project leader or construction project leader) have not been list in the Blacklist of Dishonest Tendering and Bidding (published by the Development and Reform Commission of Zhejiang Province), or who engage in fraudulent practices during bidding and obtain the winning bid, and are punished by the Administrative supervisory department (based on Credit China) https://www.creditchina.gov.cn/ The results shall prevail.
12. The bidder shall provide a commitment letter promising to complete the "Certificate of Filing for Enterprises from Outside the Province to Undertake Business in Zhejiang" or complete the public information disclosure in the Zhejiang Province Construction Market Supervision Public Service System before the contract is signed (only referring to enterprises from outside Zhejiang Province, if it is a consortium bidding, all parties of the JV must provide it)

資格標準如下：

只有滿足以下關(guān)鍵條款的合格投標人可參與此投標

1. 過去5年內(nèi)（從2021年1月1日開始）未由于承包商過失而出現(xiàn)過一個合同的未履約情況 。
2. 不存在依照ITB4.4執(zhí)行投標保證聲明或依照ITB20.9撤回標書而出現(xiàn)的暫時中止情況。
3. 所有未決訴訟的總額不應(yīng)超過投標人資產(chǎn)凈值的100%且應(yīng)已解決。
4. 投標人須同時響應(yīng)以下（1）的施工資質(zhì)和（2）的設(shè)計資質(zhì)要求：

（1）施工資質(zhì)：投標人（聯(lián)合體投標時，指聯(lián)合體牽頭方）具有建筑工程施工總承包一級及以上資質(zhì)。

（2）設(shè)計資質(zhì)：投標人（聯(lián)合體投標時，指聯(lián)合體成員方）具有以下①、②、③之一的設(shè)計資質(zhì)。

①具有工程設(shè)計綜合甲級資質(zhì)；

②具有工程設(shè)計建筑行業(yè)甲級資質(zhì)；

③具有工程設(shè)計建筑行業(yè)（建筑工程）專業(yè)甲級資質(zhì)。

（3）項目經(jīng)理（兼施工項目負責(zé)人）資格要求：具有一級注冊建造師（建筑工程專業(yè)）（如為聯(lián)合體投標，則在聯(lián)合體牽頭方執(zhí)業(yè)）。

（4）設(shè)計負責(zé)人資格要求：具有一級注冊建筑師（如為聯(lián)合體投標，則在聯(lián)合體成員方執(zhí)業(yè)）。

其中：項目經(jīng)理（兼施工項目負責(zé)人）與設(shè)計負責(zé)人不得互相兼任。

5. 投標人需具有住建部門頒發(fā)的有效安全生產(chǎn)許可證。
6. 投標人應(yīng)證明，其有權(quán)使用或擁有足以滿足主體合同（不包括投標人的其他項目）施工現(xiàn)金流要求的流動資產(chǎn)、未作抵押的實物資產(chǎn)、信用額度和其他財政手段（獨立于任何合同預(yù)付款），其總額達人民幣1400萬元。
7. 過去三年年均營業(yè)額最低為12500萬元。
8. 過去5年內(nèi)（從2021年1月1日開始）作為主承包人、聯(lián)合體成員、分包商或管理承包人至少承擔(dān)過1個建筑工程EPC項目業(yè)績。
9. 過去5年內(nèi)（從2021年1月1日開始）作為主承包人、聯(lián)合體成員、分包商或管理承包人已圓滿完成以下規(guī)定的最低數(shù)量的類似合同：2個建筑工程EPC合同，每個合同金額不少于人民幣7200萬元。對于上述合同，以及在4.2（a）所規(guī)定期限內(nèi)日歷年第一天及其后作為主承包人、聯(lián)合體成員、分包商或管理承包人 所完成的其他合同，至少應(yīng)包括以下的一些關(guān)鍵工程： 1.建筑面積為2萬平方米的建筑工程。
10. 具有有效的ISO證書或國際認可的同等證書（應(yīng)由投標人證明同等性）：- 質(zhì)量管理證書ISO 9001或同等級別的國際或國內(nèi)證書；- 環(huán)境管理證書ISO14001或同等級別的國際或國內(nèi)證書。
11. 投標人及其擬派項目經(jīng)理未被列入招標投標失信黑名單（以浙江省發(fā)展和改革委員會公布的披露期內(nèi)的失信黑名單為準）或投標截止日前3年內(nèi)存在招投標時弄虛作假，騙取中標，被行政主管部門處罰的（以信用中國https://www.creditchina.gov.cn/查詢結(jié)果為準）。
12. 投標人應(yīng)出具承諾函承諾在合同簽署前完成《省外企業(yè)進浙承接業(yè)務(wù)備案證明》或辦理完成在浙江省建筑市場監(jiān)管公共服務(wù)系統(tǒng)的公示信息（僅指浙江省省外企業(yè)，如為聯(lián)合體投標，則聯(lián)合體各方均須提供）。
