中化建國際 受招標(biāo)人委托對下列產(chǎn)品及服務(wù)進行國際公開競爭性招標(biāo)，于2024-03-21在發(fā)布變更公告。
本次招標(biāo)采用電子招標(biāo)方式，現(xiàn)邀請合格投標(biāo)人參加投標(biāo)。

A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照復(fù)印件；如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明。

投標(biāo)人應(yīng)提供投標(biāo)產(chǎn)品制造商有效認證證書復(fù)印件，證書認證的制造商名稱應(yīng)與其所提供業(yè)績的制造商、此次投標(biāo)貨物的制造商一致。
The bidder shall provide copies of the certifications of the manufacturer when bidding. And the name of the certificates shall be the same with the manufacture of References and the manufacture of the bidding Goods.
投標(biāo)產(chǎn)品國內(nèi)制造商應(yīng)在投標(biāo)時提供TS 證書(特種設(shè)備生產(chǎn)許可證)和覆蓋投標(biāo)產(chǎn)品范圍【閥門類型（球閥）、溫度 (-196℃)、口徑及磅級】的 TSX 證書(特種設(shè)備型式試驗證書)。
投標(biāo)產(chǎn)品國外制造商應(yīng)和國內(nèi)制造商同樣提供上述證明文件，如投標(biāo)人在投標(biāo)時無法提供國外制造商的TS證書，需在投標(biāo)時提供書面承諾函，承諾內(nèi)容為: 供貨前提供閥門原產(chǎn)地證明和 2024 年 5月 31 前提供 TS 證書 (特種設(shè)備生產(chǎn)許可證)，承諾函格式詳見附件17。
Domestic manufacturers of bidding products should provide a TS certificate (Special Equipment Production License) and a TSX certificate (Special Equipment Type Test Certificate) covering the scope of the bidding product [valve type(ball valve), temperature (-196 ℃), diameter, and scale] when bidding. The foreign manufacturer of the bidding product should provide the same certification documents as the domestic manufacturer. If the bidder is unable to provide the TS certificate of the foreign manufacturer during the bidding process, a written commitment letter must be provided during the bidding process. The commitment content is to provide the certificate of origin of the valve before supply and the TS certificate (special equipment production license) before May 31, 2024. The format of the commitment letter is shown in Annex 17.

自2010年1月1日起至投標(biāo)截止日（以合同簽署時間為準），投標(biāo)人所投產(chǎn)品應(yīng)在中國境內(nèi)具有不少于2個LNG接收站或具有接收站性質(zhì)的（即滿足GB51156-2015液化天然氣接收站工程設(shè)計規(guī)范）調(diào)峰站項目(需提供滿足GB51156-2015液化天然氣接收站工程設(shè)計規(guī)范2.0.2液化天然氣接收站:對船運液化天然氣進行接收、儲存、氣化和外輸?shù)茸鳂I(yè)的場站要素的證明材料,證明材料通過國家發(fā)改委、省級發(fā)改委、政府網(wǎng)站、項目業(yè)主官網(wǎng)等官方網(wǎng)站查詢，以加蓋公章的截圖形式提供）的供貨業(yè)績（要求2個項目業(yè)績，同一項目提供多個合同視為一個業(yè)績），且其中至少一個業(yè)績須包含3臺16寸及以上且磅級≥CL1500的低溫或超低溫球閥。

投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。
業(yè)績證明文件包括但不限于：1）銷售合同【或】銷售訂單【框架協(xié)議下的訂單（需提供主框架協(xié)議）】復(fù)印件關(guān)鍵頁和2）到貨驗收材料。
投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、供貨數(shù)量、規(guī)格型號（口徑及磅級）、到貨驗收材料。
如提供的是調(diào)峰站業(yè)績，投標(biāo)人還需提供調(diào)峰站（滿足GB51156-2015液化天然氣接收站工程設(shè)計規(guī)范2.0.2液化天然氣接收站：對船運液化天然氣進行接收、儲存、氣化和外輸?shù)茸鳂I(yè)的場站）要素的證明材料，證明材料通過國家發(fā)改委、省級發(fā)改委、政府網(wǎng)站、項目業(yè)主官網(wǎng)等官方網(wǎng)站查詢，以加蓋公章的截圖形式提供。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件未體現(xiàn)上述信息的，均視為無效業(yè)績。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copy of sales contract [or] sales order [orders under framework agreement (main framework agreement required)] Key pages and 2) Receiving certificate of arrival of goods. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, manufacturer name, goods name, project name, supply quantity, specifications and models (caliber and pound class), arrival and acceptance materials. If the performance of the peak loading station is provided, the bidder shall also provide the peak loading station (meet GB51156-2015 LNG receiving station engineering design specification 2.0.2 LNG Receiving Station: The certification materials of the elements of receiving, storing, gasification and exporting liquefied natural gas by ship shall be available through the official websites of the National Development and Reform Commission, the provincial development and Reform Commission, the government website, the project owner's official website and other official websites, and shall be provided in the form of screenshots stamped with the official seal. Failure to submit performance documentation, or the performance documentation provided does not reflect the above information, shall be regarded as invalid performance.

投標(biāo)人應(yīng)提供投標(biāo)產(chǎn)品制造商以下兩類有效認證證書復(fù)印件，所有證書認證的制造商名稱應(yīng)與其所提供業(yè)績的制造商、此次投標(biāo)貨物的制造商一致。
The bidder shall provide copies of the two type certifications of the manufacturer when bidding. And the name of the certificates shall be the same with the manufacture of References and the manufacture of the bidding Goods.
A.投標(biāo)產(chǎn)品制造商應(yīng)具有國際或國內(nèi)認證機構(gòu)頒發(fā)的覆蓋投標(biāo)產(chǎn)品范圍【閥門類型（球閥）、口徑及磅級】的 API607 或 API6FA 或 ISO10497 或BS EN 12266或同等標(biāo)準的防火證書，并附相應(yīng)的測試報告。
A. The bidding product manufacturer shall have a fire prevention certificate issued by an international or domestic certification agency covering the scope of the bidding product [valve type (ball valve), caliber and pound class], which is API607 or API6FA or ISO10497 or BS EN 12266 or equivalent standards, and shall attach corresponding test reports.
B.閥門必須具備可靠的外密封性能，應(yīng)至少達到 ISO 15848-1 的要求。
投標(biāo)產(chǎn)品制造商應(yīng)具有覆蓋本次招標(biāo)范圍【閥門類型（球閥）、溫度、口徑及磅級】的 ISO 15848 PART 1 證書，并附相應(yīng)的測試報告。
B. The valves must have a reliable external seal performance and should meet at least the requirements of ISO 15848-1. The manufacturer of the bid product shall have an ISO 15848 PART 1 certificate covering the scope of this tender [valve type (ball valve), temperature, caliber and pound class], and attach the corresponding test report.
