投標(biāo)人應(yīng)具備的資格或業(yè)績(jī):對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：Requirements for Qualification and reference of Bidder: （1）資格要求 Requirements for Qualification of BidderA．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明。
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.B.本次招標(biāo)不接受代理商投標(biāo)。

C. Joint Venture: Not Accepted.D.授權(quán)要求：a.如果投標(biāo)人為超聲波流量計(jì)制造商，投標(biāo)人應(yīng)取得成橇商全球范圍內(nèi)對(duì)本項(xiàng)目投標(biāo)的合法唯一正式授權(quán)；授權(quán)內(nèi)應(yīng)明確投標(biāo)人在已授權(quán)成橇商的工廠內(nèi)集成計(jì)量橇系統(tǒng)。
b.如果投標(biāo)人為計(jì)量橇成橇商，投標(biāo)人應(yīng)取得超聲波流量計(jì)制造商全球范圍內(nèi)對(duì)本項(xiàng)目投標(biāo)的合法唯一正式授權(quán)，授權(quán)內(nèi)應(yīng)明確超聲波流量計(jì)在投標(biāo)人的工廠內(nèi)集成計(jì)量橇系統(tǒng)。
c.投標(biāo)人以自己制造的貨物參與投標(biāo)的，不能再將此貨物同時(shí)授權(quán)給其他供應(yīng)商參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。
d.投標(biāo)人將被授權(quán)的貨物再授權(quán)給其他投標(biāo)人同時(shí)參與本項(xiàng)目投標(biāo)，相關(guān)的所有投標(biāo)將被拒絕。
D. Authorization requirements:a.If the bidder is a manufacturer of ultrasonic flowmeter, the bidder shall obtain the skidder's global legal sole official authorization for this bidding and shall integrate the metering system at the authorized skidder's plant in the authorization.b.If the bidder is a metering skidder, the bidder shall obtain the legal and sole official authorization globally for this bidding from the manufacturer of the ultrasonic flowmeter and shall integrate the authorized ultrasonic flowmeter into the metering system at its plant in the authorization.c.If a bidder is bidding with their own manufactured goods, they cannot authorize other suppliers to bid at the same time, otherwise all related bids will be rejected.d.The bidder will authorize the authorized goods to other bidders and bid this project, all related bids will be rejected.（2）資質(zhì)要求及證明文件（2）Requirements for Qualification of bidder and certificate.① 投標(biāo)人需同時(shí)提供滿足以下（一）（二）兩項(xiàng)要求的證明文件。
（一）投標(biāo)人需提供成橇商的特種設(shè)備生產(chǎn)許可證（以下a、b兩項(xiàng)中滿足其一即可）：a.許可項(xiàng)目為壓力管道元件制造，子項(xiàng)目為元件組合裝置的中華人民共和國(guó)特種設(shè)備生產(chǎn)許可證；b.許可項(xiàng)目為壓力容器制造，子項(xiàng)目為固定式壓力容器其他高壓容器（A2）或大型高壓容器（A1）的中華人民共和國(guó)特種設(shè)備生產(chǎn)許可證。
（二）投標(biāo)人需提供超聲波流量計(jì)制造商的中華人民共和國(guó)計(jì)量器具型式批準(zhǔn)證書，型式批準(zhǔn)產(chǎn)地必須與流量計(jì)產(chǎn)地一致。
1.The bidder must provide the following valid qualification certificates:(I) The license shall meet either of the following two items:a. The license's permit item is manufacture of pressure piping components. The license's permit sub-item is Component combination device; b. The license's permit item is pressure vessel fabrication in manufacture license of special equipment, The license's permit sub-item is fixed pressure vessel of the other high-pressure vessel(A2), or large and high pressure vessel(A1). (II) Bidder shall provide Ultrasonic Flowmeter Manufacturer's License. Ultrasonic flowmeter manufacturer needs to have PATTERN APPROVAL CERTIFICATE OF THE MEASURING INSTRUMENTS OF THE PRC. The Origin of Instruments must be same with the flowmeter's origin.（3）業(yè)績(jī)要求（3）Requirement for Bidder's reference投標(biāo)人同時(shí)滿足以下三項(xiàng)業(yè)績(jī)情況：The bidder shall meet all of the following three conditions:業(yè)績(jī)要求（一）投標(biāo)人自2009年1月1日至投標(biāo)截止之日（以到貨驗(yàn)收證明材料時(shí)間為準(zhǔn)），在中國(guó)境內(nèi)具有一個(gè)合同的用于天然氣計(jì)量的計(jì)量橇供貨業(yè)績(jī)，且同時(shí)滿足以下要求：1)至少有一條計(jì)量回路磅級(jí)不小于1500LB；2)至少有一條計(jì)量管路尺寸不小于12寸。
3)合同中所用流量計(jì)的計(jì)量器具型式試驗(yàn)批準(zhǔn)證書的型式注冊(cè)表的準(zhǔn)確度不高于1.0%。
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。
業(yè)績(jī)證明文件包括但不限于：1）銷售合同掃描件和2）到貨驗(yàn)收材料。
所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署頁（賣方為本次投標(biāo)人）、貨物名稱、到貨驗(yàn)收材料簽署時(shí)間、流量計(jì)的計(jì)量器具型式試驗(yàn)批準(zhǔn)證書的型式注冊(cè)表、超聲波流量計(jì)儀表數(shù)據(jù)表、主要技術(shù)參數(shù)（計(jì)量介質(zhì)、磅級(jí)、尺寸）及到貨驗(yàn)收材料（能夠證明主體貨物到貨驗(yàn)收合格）。
未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法體現(xiàn)要求的內(nèi)容的，均視為無效業(yè)績(jī)。
業(yè)績(jī)認(rèn)定時(shí)間：以到貨驗(yàn)收證明材料時(shí)間為準(zhǔn)。
到貨驗(yàn)收證明材料有多個(gè)簽字或蓋章時(shí)間的，以最晚簽字或蓋章時(shí)間為準(zhǔn)。
Performance requirements (i)The bidder shall have at least one performance record of supplying natural gas trade metering system for metering trade in China from January 1, 2009 to the deadline of this Bid (subject to the time of arrival acceptance). The performance record shall meet both of the following requirements:1)The pressure is not less than 1500LB in the system;2)The size of metering pipe is not less than 12 inches in the system.3)The accuracy of the type registration form for the type test approval certificate of the measuring instrument for the flowmeter used in the contract is not higher than 1.0%.The bidder shall submit the performance list as the specified format, and submit the relevant performance proof documents. Performance proof documents include but are not limited to: 1) Scanned copy of sales contract (including relevant technical attachments) and 2) Arrival acceptance materials. The performance proof documents submitted must at least reflect the following contents: contract signing time, project name,goods name, arrival acceptance materials signing time, main technical parameters (including medium,poundage, size),the type test approval certificate of the measuring instrument and arrival acceptance documents (to demonstrate that the subject goods has arrived and has been accepted),Ultrasonic flow meter instrument data sheet. Failure to submit performance documentation, or the provided performance documentation does not reflect the required content, shall be regarded as invalid performance.Performance time: the date of acceptance certificate file shall prevail. If there are multiple signature or seal times for the arrival acceptance certificate file, the latest signature or seal time shall prevail.業(yè)績(jī)要求（二）投標(biāo)人所投標(biāo)的計(jì)量橇內(nèi)的氣體超聲波流量計(jì)制造商自2009年1月1日至投標(biāo)截止之日（以到貨驗(yàn)收證明材料時(shí)間為準(zhǔn)），在中國(guó)境內(nèi)具有一個(gè)合同的用于天然氣計(jì)量設(shè)備的超聲波流量計(jì)的供貨業(yè)績(jī)，且同時(shí)滿足以下要求：1)合同中至少有一臺(tái)超聲波流量計(jì)的計(jì)量回路磅級(jí)不小于1500LB；2)合同中至少有一臺(tái)超聲波流量計(jì)的計(jì)量管路尺寸不小于12寸。

Performance requirements (ii)There is at least one record by The Ultrasonic flowmeter supplier who supplied ultrasonic flowmeter for natural gas metering trade in China from January 1, 2009 to the deadline of this Bid (subject to the time of arrival acceptance) at least, the record shall meet both of the following requirements:1)The pressure is not less than 1500LB in the record;2)The size of metering pipe is not less than 12 inches in the record.3)The accuracy of the type registration form for the type test approval certificate of the measuring instrument for the flowmeter used in the contract is not higher than 1.0%.The bidder shall submit the performance list as the specified format, and submit the relevant performance proof documents. If there are multiple signature or seal times for the arrival acceptance certificate files, the latest signature or seal time shall prevail.業(yè)績(jī)要求（三）投標(biāo)人所投標(biāo)的計(jì)量橇內(nèi)的強(qiáng)制密封球閥的制造商自2009年1月1日至投標(biāo)截止之日（以到貨驗(yàn)收證明材料時(shí)間為準(zhǔn)），在中國(guó)境內(nèi)具有一個(gè)合同的用于天然氣計(jì)量設(shè)備的強(qiáng)制密封球閥供貨業(yè)績(jī)，且同時(shí)滿足以下要求：1)合同中至少有一臺(tái)強(qiáng)制密封球閥的磅級(jí)不小于1500LB；2)合同中至少有一臺(tái)強(qiáng)制密封球閥的執(zhí)行機(jī)構(gòu)驅(qū)動(dòng)形式為氣動(dòng)；3)合同中至少有一臺(tái)強(qiáng)制密封球閥的尺寸不小于12寸。
4)合同中所用流量計(jì)的計(jì)量器具型式試驗(yàn)批準(zhǔn)證書的型式注冊(cè)表的準(zhǔn)確度不高于1.0%。

未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法體現(xiàn)要求的內(nèi)容的，均視為無效業(yè)績(jī)。

Performance requirements (iii)There is at least one record by the supplier who supplied the forced sealing ball valves for natural gas trade in China from January 1, 2009 to the deadline of the tender (subject to the time of arrival acceptance) at least, the record shall meet all of the following requirements:1)The pressure of the forced sealing ball is not less than 1500LB in the record;2)The sealing power of the ball valve is pneumatic in the record;3)The size of metering pipe is not less than 12 inches in the record.4)The accuracy of the type registration form for the type test approval certificate of the measuring instrument for the flowmeter used in the contract is not higher than 1.0%.The bidder shall submit the performance list as the specified format, and submit the relevant performance proof documents. Performance proof documents include but are not limited to: 1) Scanned copy of sales contract (including relevant technical attachments) and 2) Arrival acceptance materials. The performance proof documents submitted must at least reflect the following contents: contract signing time, project name, manufacturer's name, goods name, arrival acceptance materials signing time, main technical parameters (including medium,poundage, size) ,the type test approval certificate of the measuring instrument and arrival acceptance materials (ability to demonstrate that the subject goods have arrived and passed acceptance),Ultrasonic flow meter instrument data sheet. If there are multiple signature or seal times for the arrival acceptance certificate materials, the latest signature or seal time shall prevail.（4）其他要求1.制造商應(yīng)通過GB/T19001（ISO9001）質(zhì)量體系認(rèn)證證書、GB/T24001（ISO14001）環(huán)境管理體系認(rèn)證證書、B/T28001(OHSAS18001)或GB/T45001 (ISO45001) 職業(yè)健康管理體系認(rèn)證證書，投標(biāo)人須同時(shí)提供制造商有效的GB/T19001（ISO9001）質(zhì)量體系認(rèn)證證書、GB/T24001（ISO14001）環(huán)境管理體系認(rèn)證證書、B/T28001(OHSAS18001)或GB/T45001 (ISO45001) 職業(yè)健康管理體系認(rèn)證證書。
Other requirements1.manufacturer should own GB/T19001 (ISO9001) quality system certification, GB/T24001 (ISO14001) environmental management system certification, B/T28001 (OHSAS18001) or GB/T45001 (ISO45001) occupational health management system certification.Bidders must also provide valid manufacturer’s GB/T19001 (ISO9001) quality system certification, GB/T24001 (ISO14001) environmental management system certification, B/T28001 (OHSAS18001) or GB/T45001 (ISO45001) occupational health management system certification and can be verified on the website of the China Certification and Accreditation Administration (http:// /). If there is the latest system standard issued by the relevant state departments, the latest system standard shall prevail.
