符合中華人民共和國法律法規要求。

熟悉國際投資領域條約談判、立法、爭端解決相關規則和實踐，按照委托方要求完成相關工作。

二、申請人的資格要求II.Thequalificationrequirementsforapplicants
1、投標人應為在中國境外合法設立的律師事務所（含在港澳臺地區注冊的律師事務所）。投標人不得以其駐華代表機構的名義投標，但可通過其駐華代表機構辦理相關事宜）；

2、具有良好的商業信譽和健全的財務會計制度；

3、具有承辦委托法律服務事項的團隊和能力。

三、獲取招標文件III.Obtainthebiddingdocument

投標人在平臺下載投標文件編制軟件進行投標文件編制，投標文件編制完成后，使用CA進行投標文件的加蓋簽章，并將加蓋簽章的投標文件加密導出后上傳，最后使用CA進行開標截止時間后的解密。

本項目將通過 （以下簡稱“本平臺”）進行網上全流程招投標，有意向的投標人須在平臺注冊后辦理CA電子證書。辦理CA電子證書后，也可以使用CA電子證書參加在本平臺進行的其他全流程招投標項目，因其他項目辦理過本平臺CA鎖的，如CA鎖還在有效期內，則可直接使用。
Theonlinewholeprocessbidandbiddingofthisprojectwillbeconductedthroughtheelectronicbiddingplatform-ChinaGeneralBiddingNetwork( )(hereinafterreferredtoas“thePlatform”).InterestedtenderersmustapplyforCAe-certificateafterregisteringontheplatform.AfterhandlingtheCAE-Cert,thebiddercanalsousetheCAE-Certtoparticipateinotherwhole-processbidandbiddingprojectsonthisplatform.IftheCAlockofthePlatformhasbeenappliedforinotherprojects,itcanbeuseddirectlyiftheCAlockisstillwithinthevalidityperiod.
辦理CA電子證書有關事項如下：

1)辦理時間：請于開標前1周完成辦理并檢查確認可正常使用。
