1.招標條件
本招標項目國資數(shù)字監(jiān)管效能和國企數(shù)字管理水平“雙提升”工作“1+N”系統(tǒng)企業(yè)側(cè)建設項目--成品軟件購置已由重慶企業(yè)以渝國資[2024]11號批準建設，資金來源為國有控股資金，項目出資比例為100%， 現(xiàn)項目采購資金已落實，已具備招標條件?，F(xiàn)對該項目進行公開招標，特邀請有興趣的潛在投標人參與投標。
2.項目概況與招標范圍
2.1 建設 投標人應對項目列表中所有內(nèi)容予以投標，只投部分內(nèi)容的投標將不予接受。
投標人的投標報價應涵蓋為完成相應招標范圍的全部工作內(nèi)容而發(fā)生的一切費用，并應充分考慮所有的風險因素。
產(chǎn)品技術(shù)指標詳見《第五章項目需求》。

包括國產(chǎn)服務器操作系統(tǒng)、國產(chǎn)數(shù)據(jù)庫軟件、中間件、云平臺國產(chǎn)化改造、容災備份、互聯(lián)網(wǎng)VPN接入系統(tǒng)、安全資源池能力組件升級。 |
| l 投標人應能進行重慶國資大數(shù)據(jù)監(jiān)管服務平臺數(shù)據(jù)采集交換系統(tǒng)集中部署項目的建設部署。 l 本項目投標人不得只投其中一部分。 l 投標人必須具備獨立組織完成系統(tǒng)開發(fā)及部署實施服務的能力。 l 投標人應充分了解本項目的使用需求，確保項目順利進行。 l 投標人在本項目提供的全部硬件軟件等相關(guān)授權(quán)，注冊主體均須為招標人。 |
2.5 交付期：合同簽訂后7個自然日內(nèi)完成交付使用。因工程進度需要，招標人可要求中標人提前或延后交付，由此產(chǎn)生的費用包含在投標報價中，不再單獨考慮，但招標人應提前不少于2個自然日書面通知中標人，中標人應以該調(diào)整后的交付時間作為合同交付期。中標人須在設備的安裝、調(diào)試、試運行、驗收的過程中，接受招標人的協(xié)調(diào)管理。

2.7 質(zhì)量要求：軟硬件質(zhì)量符合國家及行業(yè)頒發(fā)的現(xiàn)行的有關(guān)設計、制造技術(shù)標準和規(guī)范，滿足招標方的技術(shù)要求。
2.8 安裝及驗收要求：
(1) 現(xiàn)場的部署調(diào)試，由中標方派遣有豐富經(jīng)驗的專業(yè)技術(shù)人員負責整個部署調(diào)試過程，并對因調(diào)試所導致的設備損壞承擔全部賠償責任。
(2) 最終驗收：雙方共同組織，參照本標書中的各項技術(shù)指標、規(guī)格、性能及生產(chǎn)廠家提供的正式技術(shù)文件進行，試運行正常并符合招標人提出的相關(guān)要求。
2.9 質(zhì)保和售后服務：
（1）系統(tǒng)投入運行后，質(zhì)量實行三包，系統(tǒng)整體質(zhì)保期具體要求見第五章項目需求中質(zhì)量及服務要求。
（2）質(zhì)保期內(nèi)中標人應承諾免費對該項目維護，質(zhì)保期滿后為有償服務，投標人應對質(zhì)保期滿后的有償服務報價。
3.投標人資格要求
3.1本次招標要求投標人須具備以下條件：
3.1.1 本次招標要求投標人具備的資質(zhì)條件：
具備獨立的企業(yè)法人資格；
3.1.2 本次招標要求投標人具備的業(yè)績條件：
投標截止日前5年，指投標人在2019年1月1日至投標截止時間（以合同簽訂時間為準），具備三個合同金額不少于300萬元的系統(tǒng)集成建設項目業(yè)績。
3.2 本項目 不接受 聯(lián)合體投標。
