中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機構(gòu)”）受中海殼牌石油化工有限公司（以下稱為“招標(biāo)人”）委托，就中海殼牌惠州三期乙烯項目所需部分貨物及相關(guān)服務(wù)進行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 對投標(biāo)人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時需提供原件掃描件（原件備查）；
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B.投標(biāo)人須提供制造商的放射性儀表《SIL2認(rèn)證證書》，且證書在有效期內(nèi)。投標(biāo)時需提供原件掃描件。
The bidder must provide manufacturer's “ the SIL2 certificate of radioactive instrument”, and the certificate shall be within the validity period..The scanned copy of the original shall be provided during bidding.
C.本次招標(biāo)不接受代理商投標(biāo)。投標(biāo)人應(yīng)是投標(biāo)貨物的制造廠商（包括制造廠商所在集團內(nèi)負(fù)責(zé)銷售的公司）。如果投標(biāo)人是制造廠商所在集團內(nèi)負(fù)責(zé)銷售的公司，投標(biāo)人應(yīng)提供聲明，說明投標(biāo)人與制造廠商隸屬同一集團，負(fù)責(zé)投標(biāo)貨物的銷售工作。
Bid by Agent is not accepted. The bidder shall be the manufacturer of bid goods, including the sales company within the same group as the manufacturer of bid goods. If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods.

（2）資質(zhì)要求Qualification requirement:
（2.1）投標(biāo)人須提供投標(biāo)人的《輻射安全許可證》，且證書在有效期內(nèi)。投標(biāo)時需提供原件掃描件。
The bidder must provide its “Radiation Safety Permit”,and the certificate shall be within the validity period..The scanned copy of the original shall be provided during bidding.
（2.2）投標(biāo)人須提供制造商的放射性儀表《防爆證書》，需體現(xiàn)氣體防爆認(rèn)證和粉塵防爆認(rèn)證，防爆等級不低于GB/T 3836或IEC-60079 標(biāo)準(zhǔn)規(guī)定的Ex db IIC T6 Gb+Ex tb IIIC T135℃ Db，防護等級不低于IP66，且證書在有效期內(nèi)。投標(biāo)時需提供原件掃描件。
The bidder must provide manufacturer's “Explosion Proof Certificate” for the radioactive instruments,and meet the Ex db IIC T6 Gb+Ex tb IIC T135℃ Db explosion-proof and IP66 protection requirements as specified in the GB/T 3836 or IEC-60079 standards, and the certificate shall be within the validity period. The scanned copy of the original shall be provided during bidding.
（3）業(yè)績要求Requirement for Bidder's reference:
2015年1月1日至投標(biāo)截止日（以合同簽署時間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有2個項目的聚烯烴裝置放射性儀表業(yè)績，且單個合同放射性儀表數(shù)量大于或等于15臺（同一項目提供多個合同視為一個業(yè)績）。聚烯烴裝置包括聚丙烯裝置、低密度聚乙烯裝置、高密度聚乙烯裝置、全密度聚乙烯裝置（提供的業(yè)績滿足其中一個裝置即可）。如果投標(biāo)人為制造商所在集團內(nèi)負(fù)責(zé)銷售的公司，應(yīng)提供該制造商的業(yè)績。
From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied by the bidder shall have at least 2 project Radioactive Instruments for Polyolefin Plants performance, and the number of Radioactive Instruments of single contract need to be greater than or equal to 15 sets(Providing multiple contracts for the same project is considered as one performance). Polyolefin plants include polypropylene plant, low-density polyethylene plant, high-density polyethylene plant, full-density polyethylene plant. (The performance provided meets only one of the plants).If the bidder is a company responsible for sales within the manufacturer's group, the performance of the manufacturer shall be provided.
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復(fù)印件和用戶簽字或蓋章的到貨驗收材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、項目名稱、制造商名稱、裝置名稱、貨物名稱、貨物數(shù)量。
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個年度協(xié)議下提供1個或以上的訂單及與訂單對應(yīng)的到貨驗收材料均算為1個有效業(yè)績。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract and acceptance evidence of goods delivery signed or sealed by the user. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of project, name of manufacturer, name of the plant, name of goods, number of goods .
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均視為無效業(yè)績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
4. 有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2025年3月28日開始至2025年4月7日止，請登錄中國海油采辦業(yè)務(wù)管理與交易系統(tǒng)(https://buy.cnooc.com.cn）的招標(biāo)公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標(biāo)文件。投標(biāo)人須在線填寫購買招標(biāo)文件登記表，并在線支付標(biāo)書款，支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價為200元人民幣或30美元，售后不退。對于使用美元購買招標(biāo)文件的投標(biāo)人，需電匯至以下賬號：收款人：中化建國際招標(biāo)有限責(zé)任公司，收款行名稱：INDUSTRIAL AND COMMERCIAL BANK OF CHINA,Beijing National Cultural and Financial Cooperation Demonstration Zone Jinjie Sub-branch，收款人賬號：0200000709117000351，SWIFT CODE: ICBKCNBJBJM，收款行地址：No. 237 Wang fu jing Street, Dong cheng District, Beijing, China PR: 100006。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from March 28, 2025 to April 7, 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:

5. 投標(biāo)文件遞交截止時間和方式：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2025年4月18日上午9:00（北京時間）前線上提交至中國國際招標(biāo)網(wǎng)站（http://www.chinabidding.com）。在此時間后收到的投標(biāo)文件恕不接受。
The deadline and method for submission of bid: All bids must be accompanied by a bid security as specified and must be submitted online on China International Bidding website (http://www.chinabidding.com) at or before 9:00 am (Beijing Time) on April 18, 2025. Any bid beyond the required time and date shall be subject for rejection.

After obtaining the bidding documents, the bidder shall log on the trading platform of bidding and tendering for mechanical and electrical products to handle the CA lock, which is convenient for online bidding.For consultation, the whole process can be operated by 4000606000-1.

This Invitation for Bids will be published on China International Bidding website (http://www.chinabidding.com) ，China Procurement and Tendering websit （http://www.chinabidding.com.cn）and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) at the same time.
9. 投標(biāo)人在投標(biāo)前應(yīng)在必聯(lián)網(wǎng)（https://www.ebnew.com）或機電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺（https://www.chinabidding.com）完成注冊及信息核驗。評標(biāo)結(jié)果將在機電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺（http://www.chinabidding.com）和中海油采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）上發(fā)布。
Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com .The bid evaluation results will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .
10. 提示Notes
投標(biāo)人進入開標(biāo)大廳后，需要進行簽到操作，等待開標(biāo)主持人指令。允許解密后，投標(biāo)人點擊解密按鈕進行解密投標(biāo)文件（需解密前在電腦上插入當(dāng)前賬號綁定的CA），輸入正確的CA密碼。（請注意：如投標(biāo)人未在投標(biāo)截止時間/開標(biāo)時間前進行簽到，原則上將無法進行解密，將被視為撤回其投標(biāo)文件。）
The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)
投標(biāo)文件解密時限為60分鐘。投標(biāo)人未在上述解密時限內(nèi)完成解密視為解密失敗，根據(jù)？電子招標(biāo)投標(biāo)辦法？的規(guī)定，視為投標(biāo)人撤回投標(biāo)文件。
The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.
投標(biāo)人對開標(biāo)有異議的，應(yīng)當(dāng)在開標(biāo)現(xiàn)場提出，招標(biāo)人當(dāng)場做出答復(fù)，并制作記錄。未在線上開標(biāo)現(xiàn)場提出的開標(biāo)異議，不予受理。
Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
