招標范圍：招標范圍： Tendering scope: Udon South項目已經獲得土地使用權和采礦牌照，具備工程設計的基本條件。由于德國EGB編制的可行性研究報告距今已有13年時間，井采鉀鹽礦開發的技術、設備、材料、工藝、物價都發生了較大變化，因此在Udon South項目2012年EGB可行性研究報告基礎上，開展可行性研究更新是必要的。同時，按照中國及國投集團對大型礦山項目基本建設程序管理規定，需開展項目初步設計工作。根據前期溝通，APPC決定將Udon South項目可行性研究更新與初步設計工作分為“加工廠及基礎設施工程可行性研究更新與初步設計”和“礦山工程可行性研究更新與初步設計”兩個項目進行招標。 The Udon South project has obtained the land use right and mining license, and has the basic conditions for engineering design. 供應商資質要求：投標人資質要求：（1）中華人民共和國境內的投標人須具有工程設計綜合資質甲級或工程設計化工石化醫藥行業甲級資質或工程設計煤炭行業甲級資質或工程設計煤炭行業礦井專業甲級資質; (1) Bidders within the territory of the People's Republic of China must have Grade A comprehensive qualification of engineering design or Grade A qualification of engineering design in chemical, petrochemical and pharmaceutical industries or Grade A qualification of engineering design in coal industry or Grade A qualification of engineering design in coal industry mine professional class; （2）中華人民共和國境外的投標人根據所在國家或地區的法律法規，必須持有設計執業許可或經營許可。 (2)Bidders outside the People's Republic of China must hold a design practice license or business license in accordance with the laws and regulations of their country or region 。

供應商業績要求：投標人業績要求：投標人自2015年1月1日至投標截止日（以合同簽訂時間為準）應具有至少1個地下鉀鹽礦山（原礦規模200萬噸/年及以上）設計或地下礦山開采工程（原礦規模600萬噸/年及以上）設計的業績（業績需提供合同封面頁、服務范圍頁、簽字蓋章頁，若合同中無法體現設計內容，投標人在業績列表中的描述可認定為有效業績，若業績僅為可行性研究項目，不能認定為有效業績）。 Performance requirements of the bidder: from January 1, 2015 to the bid deadline (subject to the time of signing the contract), the bidder shall have the performance of designing at least one underground potash mine (with a raw ore scale of 2 million tons/year or above) or underground mining project (with a raw ore scale of 6 million tons/year or above) (the performance shall be provided with the contract cover page, the service scope page, Signature and seal page, if the contract cannot reflect the design content, the bidder's description in the performance list can be recognized as valid performance, if the performance is only a feasibility study project, it can not be recognized as valid performance).

供應商其他要求：香港、澳門特別行政區和臺灣地區的規劃設計機構的資格要求參照境外設計機構資格要求的規定。 The qualification requirements for planning and design institutions in the Hong Kong and Macao Special Administrative Regions and Taiwan Region shall refer to the provisions on the qualification requirements for overseas design institutions.
