中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海殼牌石油化工有限公司（以下稱為“招標人”）委托，就中海殼牌惠州三期乙烯項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

微量水份分析儀采用薄膜氧化鋁電容型，性能應滿足下列要求：精度：±3℃，重復性：±1℃。液相水份分析儀的檢測器應帶溫度測量，氣相水份分析儀的檢測器應帶壓力測量。微量氧分析儀采用電化學式，性能應滿足下列要求：精度：±2%FS，重復性：±1%。
The moisture analyzer adopts thin-film alumina capacitive type, and its performance should meet the following requirements: accuracy: ±3℃, repeatability: ±1℃.The detector of the liquid-phase moisture analyzer should be equipped with temperature measurement, and the detector of the gas-phase moisture analyzer should be equipped with pressure measurement. The trace oxygen analyzer adopts an electrochemical formula and its performance should meet the following requirements: accuracy: ±2%FS, repeatability: ±1%.

3. 對投標人的資格和業績要求：

（1）資格要求

A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 本次招標不接受代理商投標。投標人應為所投產品（分析儀系統）的制造商，集成商視為制造商。如果投標人是制造廠商所在集團內負責銷售的公司，投標人應提供聲明，說明投標人與制造廠商隸屬同一集團，負責投標貨物的銷售工作。不能再將此貨物同時授權給其他投標人參與投標，否則相關的所有投標將被拒絕。
Bid by Agent is not accepted.The bidder shall be the manufacturer of the products (analyzer system), the integrator considers the manufacturer. If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected.

（3）業績要求Requirement for Bidder's reference:
2015年1月1日至投標截止日(以合同簽署時間為準)，投標文件應同時滿足以下業績要求（可接受以下兩項要求同時體現在一個合同）：
① 投標人所投的微量水分析儀和微量氧分析儀的制造商在中國境內至少具有1個合同的供貨業績，且單個合同應包含微量水分析儀和微量氧分析儀的總數量不少于10臺。
② 投標人具有至少1個在中國境內微量水分析儀或微量氧分析儀系統集成的合同業績。
同一集團全球范圍內不同制造商（即同一集團旗下的全資子公司或控股子公司或制造工廠）制造的微量水分析儀及微量氧分析儀的業績，視為投標人所投微量水分析儀及微量氧分析儀的制造商的業績；投標人應提供說明函，說明本次所投微量水分析儀及微量氧分析儀的制造商與滿足上述業績要求的產品制造商屬于同一集團。
From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the tender documents should simultaneously meet the following performance requirements （If the following two requirements are in one same contract, it can be accepted.）：
(1) The manufacturer of the moisture and trace oxygen analyzer submitted by the bidder must have at least one contract in China, the total quantity of moisture analyzers and trace oxygen analyzers included in a single contract shall not be less than 10 sets;
(2) The bidder must have at least one contract performance for system integration of moisture analyzer or trace oxygen analyzer cabins in China.
The performance of the chromatographic analyzer submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of moisture analyzer and trace oxygen analyzer submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the moisture analyzer and trace oxygen analyzer submitted in this bid and the manufacturer of the moisture analyzer and trace oxygen analyzer meeting the above performance requirements belong to the same group.
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：銷售合同復印件。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、① 中體現微量水分析儀和微量氧分析儀的制造商名稱、②中體現集成商名稱、貨物名稱、項目所在地、微量氧及微量水分析儀數量等。
若業績合同為年度協議，除提供年度協議外，還應提供相應的已到貨訂單，訂單內容或編號應與年度協議相關聯。同一個年度協議下提供1個或以上的訂單及與訂單對應的到貨驗收材料均算為1個有效業績。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), the manufacturer's name of the moisture and trace oxygen analyzer is reflected in ①, the name of the inegrator is reflected in ②, name of goods, the location of the project, the number of trace oxygen and moisture analyzers.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
未提交業績證明文件，或通過所提供的業績證明文件無法認定滿足上述業績要求的，均視為無效業績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
4. 有興趣的投標人可通過以下方式獲取招標文件：從2025年8月22日開始至2025年8月29日止，請登錄中國海油采辦業務管理與交易系統(https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。投標人須在線填寫購買招標文件登記表，并在線支付標書款，支付成功后，投標人可自行下載招標文件。招標文件每套售價為200元人民幣或30美元，售后不退。對于使用美元購買招標文件的投標人，需電匯至以下賬號：收款人：中化建國際招標有限責任公司，收款行名稱：INDUSTRIAL AND COMMERCIAL BANK OF CHINA,Beijing National Cultural and Financial Cooperation Demonstration Zone Jinjie Sub-branch，收款人賬號：0200000709117000351，SWIFT CODE: ICBKCNBJBJM，收款行地址：No. 237 Wang fu jing Street, Dong cheng District, Beijing, China PR: 100006。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from August 22, 2025 to August 29, 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. 5. 投標文件遞交截止時間和方式：所有投標文件都應附有按規定提交的投標保證金，并于2025年9月12日上午9:00（北京時間）前線上提交至中國國際招標網站（http://www.chinabidding.com）。在此時間后收到的投標文件恕不接受。
The deadline and method for submission of bid: All bids must be accompanied by a bid security as specified and must be submitted online on China International Bidding website (http://www.chinabidding.com) at or before 9:00 am (Beijing Time) on September 12, 2025. Any bid beyond the required time and date shall be subject for rejection.

Bid-opening time: Bids will be opened at 9:00 a.m (Beijing time) on September 12, 2025.

投標人獲取招標文件后需登錄機電產品招標投標交易平臺辦理CA鎖CA鎖便于用來線上投標時使用，咨詢全流程操作電話：4000606000-1。
After obtaining the bidding documents, the bidder shall log on the trading platform of bidding and tendering for mechanical and electrical products to handle the CA lock, which is convenient for online bidding.For consultation, the whole process can be operated by 4000606000-1.
8. 本次招標公告同時在中國國際招標網站（http://www.chinabidding.com）、中國采購與招標網（http://www.chinabidding.com.cn）和中海油采辦業務管理與交易系統（https://buy.cnooc.com.cn）上發布。
This Invitation for Bids will be published on China International Bidding website (http://www.chinabidding.com) ，China Procurement and Tendering websit （http://www.chinabidding.com.cn）and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) at the same time.
9. 投標人在投標前應在必聯網（https://www.ebnew.com）或機電產品招標投標電子交易平臺（https://www.chinabidding.com）完成注冊及信息核驗。評標結果將在機電產品招標投標電子交易平臺（http://www.chinabidding.com）和中海油采辦業務管理與交易系統（https://buy.cnooc.com.cn）上發布。
Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com .The bid evaluation results will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .
10. 提示Notes
投標人進入開標大廳后，需要進行簽到操作，等待開標主持人指令。允許解密后，投標人點擊解密按鈕進行解密投標文件（需解密前在電腦上插入當前賬號綁定的CA），輸入正確的CA密碼。（請注意：如投標人未在投標截止時間/開標時間前進行簽到，原則上將無法進行解密，將被視為撤回其投標文件。）
The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)
投標文件解密時限為60分鐘。投標人未在上述解密時限內完成解密視為解密失敗，根據？電子招標投標辦法？的規定，視為投標人撤回投標文件。
The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.
投標人對開標有異議的，應當在開標現場提出，招標人當場做出答復，并制作記錄。未在線上開標現場提出的開標異議，不予受理。
Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
