中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海殼牌石油化工有限公司（以下稱為“招標人”）委托，就中海殼牌惠州三期乙烯項目所需部分貨物及相關服務進行國際公開招標。現(xiàn)邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC HuizhouPhase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 對投標人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構代碼證或證照合一的營業(yè)執(zhí)照，投標時需提供原件掃描件（原件備查）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投標人應為本次投標所投產(chǎn)品的制造商；如投標人為制造商同一集團負責銷售投標所投產(chǎn)品的全資子公司、控股子公司（投標人應提供制造商或其上級公司證明上述事項的證明文件），則視投標人為制造商。
The bidder shall be the manufacturer of the bidding products.If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer.

（2）資質(zhì)要求Qualification Requirement
A.投標人投標產(chǎn)品的防爆等級不低于Ex db ⅡC T4 Gb，《防爆合格證》應由NEPSI、CQST、PCEC、IECEx、ATEX之一或國家認可的其他防爆認證機構出具。
A.The bidder's explosion-proof rating of the bid product shall not be lower than Ex db ⅡC T4 Gb, The Explosion-proof Certificate shall be issued by one of the following certification bodies: NEPSI, CQST, PCEC, IECEx, ATEX, or other nationally recognized explosion-proof certification agencies.？
B.投標人必須提供制造商的產(chǎn)品在有效期內(nèi)的《中華人民共和國特種設備生產(chǎn)許可證》(TS證書)。證書中制造單位名稱、地址和投標產(chǎn)品的制造單位名稱、地址應一致。
B.The bidder must provide a valid ？Special Equipment Manufacturing License of the People's Republic of China (TS Certificate)？ issued to the manufacturer.The manufacturer's name and address on the certificate must match those of the bidding product's manufacturer.
（3）業(yè)績要求Requirement for Bidder's reference:
2020年1月1日至投標截止日（以合同簽署時間為準），投標人應在中國境內(nèi)具有至少2個應用于境內(nèi)項目合同的球閥的供貨業(yè)績，每個業(yè)績均需滿足：
1）含有至少10臺壓力等級不小于CLASS 1500LB，且有SIL等級要求的氣動全通徑金屬硬密封固定球球閥。
2) 含有至少1臺口徑不小于16”且壓力等級不小于CLASS1500LB、設計壓力不小于12MPA且有SIL等級要求的氣動全通徑金屬硬密封固定球球閥。
同一集團全球范圍內(nèi)不同制造商（即同一集團旗下的全資子公司或控股子公司或制造工廠）制造的所投產(chǎn)品的業(yè)績，視為投標人所投產(chǎn)品的制造商的業(yè)績；投標人應提供說明函，說明本次所投產(chǎn)品的制造商與滿足上述業(yè)績要求的產(chǎn)品制造商屬于同一集團。
？From January 1, 2020, to the bid submission deadline (based on the contract signing date), The bidder shall have at least two supply performance records of ball valves applied to domestic project contracts within China，and each performance meeting the following requirements:？
1）？Each contract must include at least 10 ball valves with the following specifications:？
Pressure rating: ？not less than CLASS 1500LB？
？SIL (Safety Integrity Level) certification required？
Type: ？Pneumatic full-bore metal-seated fixed ball valves？
2）？Each contract must include at least one ball valve with the following specifications:？
？Size: not less than 16 inches (16")？
Pressure rating: ？not less than CLASS 1500LB？
Design pressure: ？not less than 12 MPa？
？SIL certification required？
Type: ？Pneumatic full-bore metal-seated fixed ball valves.
The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.
如果投標人為制造商所在集團內(nèi)負責銷售的公司，應提供該制造商的業(yè)績。
投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括：1）銷售合同和2）用戶簽字或蓋章的到貨驗收材料（到貨驗收單或調(diào)試驗收報告或其他可以證明合同項下貨物已經(jīng)到貨驗收的有效證明材料）。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（國內(nèi)貿(mào)易合同應有雙方蓋章，國際貿(mào)易合同應有雙方簽字或蓋章）、制造商名稱、貨物名稱、項目所在地、供貨數(shù)量、壓力等級、SIL等級、閥門口徑、設計壓力、閥門類型、閥門公稱通經(jīng)、閥芯和閥座材質(zhì)（或密封形式）、執(zhí)行機構作用方式。
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應提供相應的已到貨訂單，訂單內(nèi)容或編號應與年度協(xié)議相關聯(lián)。同一個年度協(xié)議下提供1個或以上的訂單及與訂單對應的到貨驗收材料均算為1個有效業(yè)績。
If the bidder is a sales company within the manufacturer's group, the manufacturer's performance shall be provided.
The bidder shall submit the performance record form in the prescribed format along with relevant supporting documents, which must include:sales contracts and delivery acceptance materials signed or sealed by the end-user (such as delivery acceptance forms, commissioning acceptance reports, or other valid documentation proving goods acceptance under the contract);all submitted proof documents must contain at minimum:the contract signing date, executed signature pages (with both parties' official seals for domestic contracts, or signatures/seals for international contracts), ？Manufacturer Name, Product Name,Project Location, Supply Quantity, Pressure Rating, SIL Level, Valve Size, Design Pressure,valve type, nominal diameter, valve trim and seat material (or sealing type), and actuator operating mode.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認定滿足上述業(yè)績要求的，均視為無效業(yè)績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
4. 有興趣的投標人可通過以下方式獲取招標文件：從2025年9月18日開始至2025年9月25日止，請登錄中國海油采辦業(yè)務管理與交易系統(tǒng)(https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。投標人須在線填寫購買招標文件登記表，并在線支付標書款，支付成功后，投標人可自行下載招標文件。招標文件每套售價為200元人民幣或30美元，售后不退。對于使用美元購買招標文件的投標人，需電匯至以下賬號：收款人：中化建國際招標有限責任公司，收款行名稱：INDUSTRIAL AND COMMERCIAL BANK OF CHINA,Beijing National Cultural and Financial Cooperation Demonstration Zone Jinjie Sub-branch，收款人賬號：0200000709117000351，SWIFT CODE: ICBKCNBJBJM，收款行地址：No. 237 Wang fu jing Street, Dong cheng District, Beijing, China PR: 100006。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Sept.18th, 2025 to Sept. 25th, 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:

5. 投標文件遞交截止時間和方式：所有投標文件都應附有按規(guī)定提交的投標保證金，并于2025年10月13日上午9:00（北京時間）前線上提交至中國國際招標網(wǎng)站（http://www.chinabidding.com）。在此時間后收到的投標文件恕不接受。
The deadline and method for submission of bid: All bids must be accompanied by a bid security as specified and must be submitted online on China International Bidding website (http://www.chinabidding.com) at or before 9:00 am (Beijing Time) on Oct.13th, 2025. Any bid beyond the required time and date shall be subject for rejection.

After obtaining the bidding documents, the bidder shall log on the trading platform of bidding and tendering for mechanical and electrical products to handle the CA lock, which is convenient for online bidding.For consultation, the whole process can be operated by 4000606000-1.
8. 本次招標公告同時在中國國際招標網(wǎng)站（http://www.chinabidding.com）、中國采購與招標網(wǎng)（http://www.chinabidding.com.cn）和中海油采辦業(yè)務管理與交易系統(tǒng)（https://buy.cnooc.com.cn）上發(fā)布。
This Invitation for Bids will be published on China International Bidding website (http://www.chinabidding.com) ，China Procurement and Tendering websit （http://www.chinabidding.com.cn）and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) at the same time.
9. 投標人在投標前應在必聯(lián)網(wǎng)（https://www.ebnew.com）或機電產(chǎn)品招標投標電子交易平臺（https://www.chinabidding.com）完成注冊及信息核驗。評標結果將在機電產(chǎn)品招標投標電子交易平臺（http://www.chinabidding.com）和中海油采辦業(yè)務管理與交易系統(tǒng)（https://buy.cnooc.com.cn）上發(fā)布。
Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com .The bid evaluation results will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .
10. 提示Notes
投標人進入開標大廳后，需要進行簽到操作，等待開標主持人指令。允許解密后，投標人點擊解密按鈕進行解密投標文件（需解密前在電腦上插入當前賬號綁定的CA），輸入正確的CA密碼。（請注意：如投標人未在投標截止時間/開標時間前進行簽到，原則上將無法進行解密，將被視為撤回其投標文件。）
The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)
投標文件解密時限為60分鐘。投標人未在上述解密時限內(nèi)完成解密視為解密失敗，根據(jù)電子招標投標辦法的規(guī)定，視為投標人撤回投標文件。
The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.
投標人對開標有異議的，應當在開標現(xiàn)場提出，招標人當場做出答復，并制作記錄。未在線上開標現(xiàn)場提出的開標異議，不予受理。
Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
