Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services. 1. 招標條件 Preconditions for Solicitation 項目概況：中海殼牌石油化工有限公司（以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產業園區新建中海殼牌惠州三期乙烯項目，以實現其打造世界級、高度一體化的石化基地的愿景。 Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base. 資金到位或資金來源落實情況：已落實。 Fund availability or the status of fund source /confirm/iation: /confirm/ied. 項目已具備招標條件的說明：已具備。 Statement on whether the Project is ready for solicitation: Ready 2. 招標內容Subject Matter of Procurement 貨物名稱：順磁氧分析儀系統 Name of Goods: Paramagnetic oxygen analyzer system 數量：22套 Quantity: 22 sets 主要技術規格：順磁氧分析儀測量原理采用順磁式。性能應滿足下列要求：線性誤差不小于1%FS；重復性不小于1%FS；響應時間T90小于10S；零點漂移不大于0.5%/月；分析儀帶顯示和操作功能。 Main Specifications:The principle of measurement of paramagnetic oxygen analysis instrument is paramagnetic. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification). 如果投標人為中國境外注冊公司，需提供有效的公司登記注冊證明； If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration. 投標人為分公司的，需具有合法有效的營業執照（境內注冊）/公司登記注冊證明（境外注冊）和上級法人單位授權書（授權該分公司投標和簽訂合同），投標時需提供原件掃描件（原件備查）。 If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification). 招標人認可該分公司和上級法人單位的資質、資格和業績，不認可同一上級法人單位的其它分公司的資質、資格和業績。分公司與上級法人單位只可一家參與投標，同時參與投標的，投標均無效。 The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids. B.不接受代理Bid by an agent is not acceptable 投標人應為所投產品（順磁氧分析儀系統）的制造商，集成商視為制造商。如投標人為制造商同一集團負責銷售投標所投產品的全資子公司、控股子公司（投標人應提供制造商或其上級公司證明上述事項的證明文件），則視投標人為制造商。 Bid by Agent is not accepted.The bidder shall be the manufacturer of the products (Paramagnetic oxygen analyzer system ), the integrator considers the manufacturer. If the bidder is a wholly-owned or holding subsidiary of the same group as the manufacturer responsible for the sales of the products being tendered (the bidder shall provide a certificate from the manufacturer or its superior company to prove the above matters), the bidder shall be regarded as the manufacturer. C. 是否接受聯合體投標：否 Is any bid by a consortium or a joint venture accepted? No. D. 未領購招標文件是否可以參加投標:不可以 Can a bidder participate in the bidding without purchasing the Solicitation document? No. （2）資質要求Qualification requirement： 投標人所投順磁氧分析儀本體應取得防爆檢驗機構的有效期內的防爆合格證書，證書中應體現一區防爆、氣體防爆等級不低于IIB+H2 T4、滿足粉塵防爆，防爆合格證書應由NEPSI、CQST、PCEC、IECEx、ATEX之一或國家認可的其他防爆檢驗機構出具。 The paramagnetic oxygen analyzer proposed by the bidder must obtain a valid explosion-proof certificate from a recognized inspection authority. The certificate should specify Zone 1 explosion protection, a gas explosion-proof rating of at least IIB+H2 T4, and compliance with dust explosion protection. The explosion-proof certificate must be issued by NEPSI, CQST, PCEC, IECEx, ATEX, or other nationally recognized explosion-proof inspection organizations. （3）業績要求Requirement for Bidder's Past Performance: 2015年1月1日至投標截止日(以合同簽署時間為準)，投標文件應同時滿足以下業績要求： From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the tender documents should simultaneously meet the following performance requirements： ①投標人所投順磁氧分析儀的制造商應具有至少2個合同的順磁氧分析儀的供貨業績,且單個合同不少于5臺。 ①The manufacturer of the paramagnetic oxygen analyzer tendered by the bidder shall have a supply performance of paramagnetic oxygen analyzers in at least 2 contracts, with no fewer than 5 units in each individual contract. ②投標人應具有至少1個合同的氣體分析儀系統集成的供貨業績。 ②The bidder shall have supply performance in at least one contract for gas analyzer system integration. 同一集團全球范圍內不同制造商（即同一集團旗下的全資子公司或控股子公司或制造工廠）制造的順磁氧分析儀的業績，視為投標人所投順磁氧分析儀的制造商的業績；投標人應提供說明函，說明本次所投順磁氧分析儀的制造商與滿足上述業績要求的產品制造商屬于同一集團。 The performance of the paramagnetic oxygen analyzer submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of paramagnetic oxygen analyzer submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the paramagnetic oxygen analyzer submitted in this bid and the manufacturer of the paramagnetic oxygen analyzer meeting the above performance requirements belong to the same group. 投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括：銷售合同復印件。 The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents. The performance certification documents include: Copies of sales contract. 投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、貨物名稱、項目所在地、① 中體現順磁氧分析儀數量及順磁氧分析儀制造商名稱、②中體現氣體分析儀系統制造商名稱。 The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); name of goods, the location of the project, the number of paramagnetic oxygen analyzer and the manufacturer's name of the paramagnetic oxygen analyzer is reflected in ①, the manufacturer's name of gas analyzer systems is reflected in ②. 若業績合同為年度協議，除提供年度協議外，還應提供相應的已到貨訂單，訂單內容或編號應與年度協議相關聯。同一個年度協議下，提供1個或以上的訂單及與訂單對應的到貨驗收材料，均視為1個有效業績。 If the contract is an annual framework agreement, in addition to the agreement itself, the corresponding Purchase Order(s) (PO)(under which the goods were delivered) shall also be provided, and the purchase order content or PO numbering shall be associated with the annual framework agreement. Under the same annual framework agreement, one or more purchase orders and their arrival acceptance certificate(s) corresponding to the orders shall be deemed as one valid performance. 未提交業績證明文件，或通過所提供的業績證明文件無法認定滿足上述業績要求的，均被視為無效業績。 Failure to submit the past performance certification documents, or inability to verify that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance. 4.有興趣的投標人可通過以下方式獲取招標文件 Interested bidders may obtain the solicitation documents through the following method: 從2025年11月11日開始至2025年11月18日止，請登錄中國海油采辦業務管理與交易系統(https://buy.cnooc.com.cn）的“招標公告”頁面進行購買。 Bidders are requested to log in to the "招標公告" (Notice of Procurement ) page of the CNOOC Procurement Operation System (https://buy.cnooc.com.cn) to purchase the Solicitation documents from November11, 2025 to November 18, 2025. 首次登錄必須先進行注冊（免費），注冊方式選擇“自主注冊公開招標”。選擇其他注冊方式將導致注冊失敗。注冊成功后，方可購買招標文件。 For the first-time login to the platform, registration is mandatory (free of charge). The registration method must be "自主注冊公開招標" (Self-Registration for Public Bidding). Choosing other registration methods will result in a registration failure. only after successful registration can a bidder purchase the Solicitation documents. 投標人須在線填寫“購買招標文件登記表”，并在線支付標書款。支付成功后，投標人可自行下載招標文件。招標文件每套售價為人民幣200元或25美元，售后不退。文件發售費用用于印刷和郵寄招標文件/資格預審文件。有郵寄需求的請在支付時備注收件人相關信息。 The bidder is requested to fill in the "購買招標文件登記表" (Registration Form for Purchasing Solicitation documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation documents by themselves. Each set of the Solicitation documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/ pre-qualification documents.
