When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification). 如果投標(biāo)人為中國境外注冊公司，需提供有效的公司登記注冊證明； If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration. 投標(biāo)人為分公司的，需具有合法有效的營業(yè)執(zhí)照（境內(nèi)注冊）/公司登記注冊證明（境外注冊）和上級法人單位授權(quán)書（授權(quán)該分公司投標(biāo)和簽訂合同），投標(biāo)時需提供原件掃描件（原件備查）。 If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification). 招標(biāo)人認(rèn)可該分公司和上級法人單位的資質(zhì)、資格和業(yè)績，不認(rèn)可同一上級法人單位的其它分公司的資質(zhì)、資格和業(yè)績。分公司與上級法人單位只可一家參與投標(biāo)，同時參與投標(biāo)的，投標(biāo)均無效。 The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids. B.不接受代理Bid by an agent is not acceptable 投標(biāo)人應(yīng)為所投產(chǎn)品（順磁氧分析儀系統(tǒng)）的制造商，集成商視為制造商。如投標(biāo)人為制造商同一集團(tuán)負(fù)責(zé)銷售投標(biāo)所投產(chǎn)品的全資子公司、控股子公司（投標(biāo)人應(yīng)提供制造商或其上級公司證明上述事項(xiàng)的證明文件），則視投標(biāo)人為制造商。 Bid by Agent is not accepted.The bidder shall be the manufacturer of the products (Paramagnetic oxygen analyzer system ), the integrator considers the manufacturer. If the bidder is a wholly-owned or holding subsidiary of the same group as the manufacturer responsible for the sales of the products being tendered (the bidder shall provide a certificate from the manufacturer or its superior company to prove the above matters), the bidder shall be regarded as the manufacturer. C. 是否接受聯(lián)合體投標(biāo)：否 Is any bid by a consortium or a joint venture accepted? No. D. 未領(lǐng)購招標(biāo)文件是否可以參加投標(biāo):不可以 Can a bidder participate in the bidding without purchasing the Solicitation document? No. （2）資質(zhì)要求Qualification requirement： 投標(biāo)人所投順磁氧分析儀本體應(yīng)取得防爆檢驗(yàn)機(jī)構(gòu)的有效期內(nèi)的防爆合格證書，證書中應(yīng)體現(xiàn)一區(qū)防爆、氣體防爆等級不低于IIB+H2 T4、滿足粉塵防爆，防爆合格證書應(yīng)由NEPSI、CQST、PCEC、IECEx、ATEX之一或國家認(rèn)可的其他防爆檢驗(yàn)機(jī)構(gòu)出具。 The paramagnetic oxygen analyzer proposed by the bidder must obtain a valid explosion-proof certificate from a recognized inspection authority. The certificate should specify Zone 1 explosion protection, a gas explosion-proof rating of at least IIB+H2 T4, and compliance with dust explosion protection. The explosion-proof certificate must be issued by NEPSI, CQST, PCEC, IECEx, ATEX, or other nationally recognized explosion-proof inspection organizations. （3）業(yè)績要求Requirement for Bidder's Past Performance: 2015年1月1日至投標(biāo)截止日(以合同簽署時間為準(zhǔn))，投標(biāo)文件應(yīng)同時滿足以下業(yè)績要求： From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the tender documents should simultaneously meet the following performance requirements： ①投標(biāo)人所投順磁氧分析儀的制造商應(yīng)具有至少2個合同的順磁氧分析儀的供貨業(yè)績,且單個合同不少于5臺。 ①The manufacturer of the paramagnetic oxygen analyzer tendered by the bidder shall have a supply performance of paramagnetic oxygen analyzers in at least 2 contracts, with no fewer than 5 units in each individual contract. ②投標(biāo)人應(yīng)具有至少1個合同的氣體分析儀系統(tǒng)集成的供貨業(yè)績。 ②The bidder shall have supply performance in at least one contract for gas analyzer system integration. 同一集團(tuán)全球范圍內(nèi)不同制造商（即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠）制造的順磁氧分析儀的業(yè)績，視為投標(biāo)人所投順磁氧分析儀的制造商的業(yè)績；投標(biāo)人應(yīng)提供說明函，說明本次所投順磁氧分析儀的制造商與滿足上述業(yè)績要求的產(chǎn)品制造商屬于同一集團(tuán)。 The performance of the paramagnetic oxygen analyzer submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of paramagnetic oxygen analyzer submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the paramagnetic oxygen analyzer submitted in this bid and the manufacturer of the paramagnetic oxygen analyzer meeting the above performance requirements belong to the same group. 投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括：銷售合同復(fù)印件。 The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents. The performance certification documents include: Copies of sales contract. 投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、貨物名稱、項(xiàng)目所在地、① 中體現(xiàn)順磁氧分析儀數(shù)量及順磁氧分析儀制造商名稱、②中體現(xiàn)氣體分析儀系統(tǒng)制造商名稱。 The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); name of goods, the location of the project, the number of paramagnetic oxygen analyzer and the manufacturer's name of the paramagnetic oxygen analyzer is reflected in ①, the manufacturer's name of gas analyzer systems is reflected in ②. 若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個年度協(xié)議下，提供1個或以上的訂單及與訂單對應(yīng)的到貨驗(yàn)收材料，均視為1個有效業(yè)績。 If the contract is an annual framework agreement, in addition to the agreement itself, the corresponding Purchase Order(s) (PO)(under which the goods were delivered) shall also be provided, and the purchase order content or PO numbering shall be associated with the annual framework agreement. Under the same annual framework agreement, one or more purchase orders and their arrival acceptance certificate(s) corresponding to the orders shall be deemed as one valid performance. 未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均被視為無效業(yè)績。 Failure to submit the past performance certification documents, or inability to verify that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance. 4.有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件 Interested bidders may obtain the solicitation documents through the following method: 從2025年11月11日開始至2025年11月18日止，請登錄中國海油采辦業(yè)務(wù)管理與交易系統(tǒng)(https://buy.cnooc.com.cn）的“招標(biāo)公告”頁面進(jìn)行購買。 Bidders are requested to log in to the "招標(biāo)公告" (Notice of Procurement ) page of the CNOOC Procurement Operation System (https://buy.cnooc.com.cn) to purchase the Solicitation documents from November11, 2025 to November 18, 2025. 首次登錄必須先進(jìn)行注冊（免費(fèi)），注冊方式選擇“自主注冊公開招標(biāo)”。選擇其他注冊方式將導(dǎo)致注冊失敗。注冊成功后，方可購買招標(biāo)文件。 For the first-time login to the platform, registration is mandatory (free of charge).
