中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海殼牌石油化工有限公司（以下稱為“招標(biāo)人”）委托，就中海殼牌惠州聚碳酸酯項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by CNOOC and Shell Petrochemicals Company Limited(hereinafter referred to as “Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of CSPC Huizhou Polycarbonate Project . Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.
1. 招標(biāo)條件 Preconditions for Solicitation
項(xiàng)目概況：中海殼牌石油化工有限公司（以下簡(jiǎn)稱“中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州聚碳酸酯項(xiàng)目，以實(shí)現(xiàn)其打造世界級(jí)、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

主要功能：自動(dòng)化測(cè)試系統(tǒng)利用全新開(kāi)發(fā)IA自動(dòng)化控制軟件，實(shí)現(xiàn)完全自動(dòng)化的測(cè)定塑料材料等的尺寸、強(qiáng)度、模量和伸長(zhǎng)率等材料材料性能。
Main Functions: The automated testing system utilizes newly developed IA automated control software to automatically measure material properties of plastics and other materials, such as dimensions, strength, modulus, and elongation.

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）資格要求Requirements for Qualifications of the Bidder ★
A. ★如果投標(biāo)人為中國(guó)境內(nèi)注冊(cè)公司，投標(biāo)人需具有合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
★如果投標(biāo)人為中國(guó)境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
★投標(biāo)人為分公司的，需具有合法有效的營(yíng)業(yè)執(zhí)照（境內(nèi)注冊(cè)）/公司登記注冊(cè)證明（境外注冊(cè)）和上級(jí)法人單位授權(quán)書(shū)（授權(quán)該分公司投標(biāo)和簽訂合同），投標(biāo)時(shí)需提供原件掃描件（原件備查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
★招標(biāo)人認(rèn)可該分公司和上級(jí)法人單位的資質(zhì)、資格和業(yè)績(jī)，不認(rèn)可同一上級(jí)法人單位的其它分公司的資質(zhì)、資格和業(yè)績(jī)。分公司與上級(jí)法人單位只可一家參與投標(biāo)，同時(shí)參與投標(biāo)的，投標(biāo)均無(wú)效。

The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B. ★投標(biāo)人應(yīng)為所投貨物的制造商或代理商。
The Bidder shall be the manufacturer or the Agent of the Goods being offered.
★如果投標(biāo)人所投貨物非投標(biāo)人自己制造，投標(biāo)人應(yīng)得到所投貨物制造商同意其在本次投標(biāo)中提供該貨物的正式授權(quán)書(shū)。投標(biāo)時(shí)提供制造商授權(quán)書(shū)原件的掃描件。
If the Goods to be offered by a bidder are not manufactured or not to be manufactured by the bidder itself, the bidder shall obtain a formal authorization letter from the manufacturer, permitting the bidder to offer such Goods in this bidding. The scanned copy of the original authorization letter must be provided and be included in the bidding document.
投標(biāo)人以自己制造的貨物參與投標(biāo)的，不能再將此貨物同時(shí)授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。投標(biāo)人將被授權(quán)的貨物再授權(quán)給其他投標(biāo)人同時(shí)參與投標(biāo)的，相關(guān)的所有投標(biāo)將被拒絕。
If a bidder participates in the bidding with goods manufactured by itself, the bidder shall not authorize other bidders to offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizes other bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.
D. 是否接受聯(lián)合體投標(biāo)：否
Is any bid by a consortium or a joint venture accepted? No.
E. 未領(lǐng)購(gòu)招標(biāo)文件是否可以參加投標(biāo):不可以
Can a bidder participate in the bidding without purchasing the Solicitation document? No.
F.其它:如投標(biāo)人為制造商同一集團(tuán)負(fù)責(zé)銷售投標(biāo)所投產(chǎn)品的全資子公司、控股子公司（投標(biāo)人應(yīng)提供制造商或其上級(jí)公司證明上述事項(xiàng)的證明文件），則視投標(biāo)人為制造商。投標(biāo)產(chǎn)品由制造商不同工廠生產(chǎn)且使用相同品牌時(shí)，予以接受。
others: If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding product produced by different factories of the manufacturer with the same brand shall be accepted.
同一集團(tuán)全球范圍內(nèi)不同制造商（即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠）制造的所投產(chǎn)品的業(yè)績(jī)，視為投標(biāo)人所投產(chǎn)品的制造商的業(yè)績(jī)；投標(biāo)人應(yīng)提供說(shuō)明函，說(shuō)明本次所投產(chǎn)品的制造商與滿足上述業(yè)績(jī)要求的產(chǎn)品制造商屬于同一集團(tuán)。
The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.

（3）業(yè)績(jī)要求Requirement for Bidder's Past Performance:
2020年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商具有2個(gè)合同均不少于1臺(tái)機(jī)器人測(cè)試系統(tǒng)的供貨業(yè)績(jī)。
From January 1st, 2020 to the bid deadline (subject to contract signing date), the manufacturer of the products offered by the bidder must have delivered at least 2 contracts each containing no less than 1 robot testing system.
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括：1）銷售合同；2）用戶簽字或蓋章的到貨驗(yàn)收材料（增值稅專用發(fā)票或到貨驗(yàn)收單或調(diào)試驗(yàn)收?qǐng)?bào)告或其它可以證明合同項(xiàng)下貨物已經(jīng)到貨驗(yàn)收的有效證明材料）。
The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents. The performance certification documents include: 1) Sales contracts; 2) Goods Arrival Acceptance signed or stamped by the client (i.e. VAT invoice, Arrival Acceptance Form, or, Commissioning Acceptance Report, or other valid certifications that can prove the goods under the contract have passed the arrival acceptance).
投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁(yè)（國(guó)內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國(guó)際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、貨物名稱、用戶簽字或蓋章的到貨驗(yàn)收材料。
The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); the name of the goods; and the goods arrival acceptance signed or stamped by the client.
若業(yè)績(jī)合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號(hào)應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個(gè)年度協(xié)議下，提供1個(gè)或以上的訂單及與訂單對(duì)應(yīng)的到貨驗(yàn)收材料，均視為1個(gè)有效業(yè)績(jī)。
If the contract is an annual framework agreement, in addition to the agreement itself, the corresponding Purchase Order(s) (PO)(under which the goods were delivered) shall also be provided, and the purchase order content or PO numbering shall be associated with the annual framework agreement. Under the same annual framework agreement, one or more purchase orders and their arrival acceptance certificate(s) corresponding to the orders shall be deemed as one valid performance.
未提交業(yè)績(jī)證明文件，或通過(guò)所提供的業(yè)績(jī)證明文件無(wú)法認(rèn)定滿足上述業(yè)績(jī)要求的，均被視為無(wú)效業(yè)績(jī)。
Failure to submit the past performance certification documents, or inability to make sure that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.
4. 有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件
Interested bidders may obtain the solicitation documents through the following method:
從2025年11月13日開(kāi)始至2025年11月20日止，請(qǐng)登錄“中國(guó)海油采辦業(yè)務(wù)管理與交易系統(tǒng)(https://buy.cnooc.com.cn）的“招標(biāo)公告”頁(yè)面進(jìn)行購(gòu)買。
Bidders are requested to log in to the "招標(biāo)公告" (Notice of Procurement ) page of the CNOOC Procurement Operation System (https://buy.cnooc.com.cn) to purchase the Solicitation documents from Nov. 13rd 2025 to Nov.20th, 2025.
首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)方式選擇“自主注冊(cè)公開(kāi)招標(biāo)”。選擇其他注冊(cè)方式將導(dǎo)致注冊(cè)失敗。注冊(cè)成功后，方可購(gòu)買招標(biāo)文件。
For the first-time login to the platform, registration is mandatory (free of charge). The registration method must be "自主注冊(cè)公開(kāi)招標(biāo)" (Self-Registration for Public Bidding). Choosing other registration methods will result in a registration failure. only after successful registration can a bidder purchase the Solicitation documents.
投標(biāo)人須在線填寫(xiě)“購(gòu)買招標(biāo)文件登記表”，并在線支付標(biāo)書(shū)款。支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為人民幣200元或25美元，售后不退。文件發(fā)售費(fèi)用用于印刷和郵寄招標(biāo)文件/資格預(yù)審文件。有郵寄需求的請(qǐng)?jiān)谥Ц稌r(shí)備注收件人相關(guān)信息。
The bidder is requested to fill in the "購(gòu)買招標(biāo)文件登記表" (Registration Form for Purchasing Solicitation documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation documents by themselves. Each set of the Solicitation documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/ pre-qualification documents. For those requiring mailing, please fill in the recipient's relevant information when making the payment.

5. 投標(biāo)文件的遞交 Submission of Bid
投標(biāo)文件遞交截止時(shí)間和方式：
所有投標(biāo)文件都應(yīng)附上按規(guī)定提交的投標(biāo)保證金，并于2025年12月4日上午9:30（北京時(shí)間）前線上提交至“中國(guó)國(guó)際招標(biāo)網(wǎng)”（http://www.chinabidding.com)。在此時(shí)間后收到的投標(biāo)文件恕不接受。
Deadline and Method for Submission of Bid documents:
All bid documents shall be accompanied by the Bid Security submitted in accordance with the specified requirements, and shall be submitted online to the China International Bidding Website (http://www.chinabidding.com) before 9:00 a.m. (Beijing Time) on Dec. 4th , 2025. Bid documents received after this time will not be accepted.

Bids will be opened at 9:00 a.m (Beijing time) on Dec. 4th , 2025.

The Notice of Procurement will be published on the website of the China Tendering & Bidding Public Service Platform, Electronic Trading Platform for Mechanical and Electrical Products Bidding and China National Offshore Oil Corporation Procurement Platform at the same time.
9. 投標(biāo)人在投標(biāo)前應(yīng)在“必聯(lián)網(wǎng)”或“機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)”完成注冊(cè)及信息核驗(yàn)。評(píng)標(biāo)結(jié)果將在“機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)”和“中海油采辦業(yè)務(wù)管理與交易系統(tǒng)”上發(fā)布。
Before submitting a bid, bidders shall complete registration and information verification on either EBNew or the Electronic Trading Platform for Mechanical and Electrical Products Bidding. The bid evaluation results will be published on the Electronic Trading Platform for Mechanical and Electrical Products Bidding and China National Offshore Oil Corporation Procurement Platform.
