中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海殼牌石油化工有限公司（以下稱為“招標人”）委托，就中海殼牌惠州聚碳酸酯項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Polycarbonate Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 對投標人的資格和業績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投標人應為本次投標所投產品的制造商或者授權代理商。如果投標人是代理商，則須提供制造商有效授權書（授權書格式見第一冊第四章 IV-9-4）；如投標人為制造商同一集團負責銷售投標所投產品的全資子公司、控股子公司（投標人應提供制造商或其上級公司證明上述事項的證明文件），則視投標人為制造商。不能再將此貨物同時授權給其他投標人參與投標，否則相關的所有投標將被拒絕。
The bidder shall be the manufacturer or agent of the bidding products. If the bidder is an agent, a valid Letter of Authority from Manufacturer shall be provided（see the format in the Volume I Section IV 9-4）. If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected.
同一集團全球范圍內不同制造商（即同一集團旗下的全資子公司或控股子公司或制造工廠）制造的所投產品的業績，視為投標人所投產品的制造商的業績；投標人應提供說明函，說明本次所投產品的制造商與滿足上述業績要求的產品制造商屬于同一集團。
The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.

E.投標人應提供具有SIL認證的質量流量計，用于有SIL等級要求的場合。投標時應出具國務院認證認可的監督管理部門或權威第三方機構如Exida、TUV、BV等機構提供的質量流量計功能安全認證證書，SIL等級不應低于SIL2。
E. The bidder shall provide a mass flowmeter with SIL certification for use in applications that require an SIL rating. At the time of bidding, a SIL certificate for the mass flowmeter shall be submitted, issued by the certification and accreditation regulatory authority under the State Council or by an authoritative third-party organization such as Exida, TüV, or BV.The SIL rating of the flowmeter shall be no lower than SIL 2.
（2）資質要求Qualification Requirement
A.特種設備證書:投標人本次投標所投特殊質量流量計產品的制造商須具有有效的《中華人民共和國特種設備生產許可證》（壓力管道元件）。
A.Special Equipment License:The manufacturer of the special mass flowmeter offered in this bid must hold a valid Special Equipment Manufacturing License of the People’s Republic of China (Pressure Piping Components).
B. 防爆證書:投標人應提供產品的國家授權防爆認證機構頒發的《產品防爆合格證》。國家授權防爆認證機構包括NEPSI、CQST和PCEC，也包括由國家認證認可監督管理委員會授權的國際權威認證機構，如：IECEx、ATEX等。投標產品的防爆等級不低于Ex db IIC T4 Gb，應根據危險區域的等級劃分，選用符合IEC60079標準或GB3836標準，具有國家授權機構頒發防爆合格證的產品。對于應用在粉塵防爆場所，應適合于21區（Zone 21）粉塵防爆場所。
B.Explosion-Proof Certificate:The bidder shall provide a Product Explosion-Proof Certificate issued by a nationally authorized explosion-proof certification body. Authorized bodies include NEPSI, CQST, and PCEC, as well as internationally recognized certification schemes authorized by the Certification and Accreditation Administration of the PRC (CNCA), such as IECEx and ATEX. The explosion-protection rating of the offered product shall be no lower than Ex db IIC T4 Gb. Products shall be selected according to hazardous-area classification and shall comply with IEC 60079 or GB 3836 standards, and hold an Explosion-Proof Certificate of Conformity issued by an authorized body. For dust-hazardous locations, the product shall be suitable for Zone 21.
（3）業績要求Requirement for Bidder's reference:
2015年1月1日至投標截止日（以合同簽訂時間為準），投標人所投產品的制造商應具有單個合同中供貨數量不少于10臺測量管材質為904L的科里奧利質量流量計的供貨業績。
同一集團全球范圍內不同制造商（即同一集團旗下的全資子公司或控股子公司或制造工廠）的制造業績，可視為投標人所投產品制造商的業績；投標人應提供說明函，說明本次所投產品的制造商與滿足上述業績要求的產品制造商屬于同一集團。
From January 1, 2015 to the bid closing date (based on the contract signing date), the manufacturer of the product offered by the bidder shall have supply performance records within China showing that, under a single contract, at least 10 units of Coriolis mass flowmeters with 904L measuring tube material have been supplied.
？Manufacturing records from different global manufacturers within the same group (i.e., wholly-owned subsidiaries, controlled subsidiaries, or manufacturing plants under the group) may be recognized as the bid product manufacturer's performance. The bidder shall submit a statement letter confirming that the manufacturer of the proposed bid products and the manufacturer meeting the aforementioned performance requirements belong to the same corporate group.
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括：1）銷售合同和2）用戶簽字或蓋章的到貨驗收材料（到貨驗收單或調試驗收報告或其他可以證明合同項下貨物已經到貨驗收的有效證明材料）。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、制造商名稱、裝置名稱、貨物名稱、供貨數量。
若業績合同為年度協議，除提供年度協議外，還應提供相應的已到貨訂單，訂單內容或編號應與年度協議相關聯。同一個年度協議下提供1個或以上的訂單及與訂單對應的到貨驗收材料均算為1個有效業績。
The bidder shall submit the performance record form in the prescribed format along with relevant supporting documents, which must include:sales contracts and delivery acceptance materials signed or sealed by the end-user (such as delivery acceptance forms, commissioning acceptance reports, or other valid documentation proving goods acceptance under the contract);all submitted proof documents must contain at minimum:the contract signing date, executed signature pages (with both parties' official seals for domestic contracts, or signatures/seals for international contracts), manufacturer's name, plant/installation name, description of supplied goods, and supplied quantity.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
未提交業績證明文件，或通過所提供的業績證明文件無法認定滿足上述業績要求的，均視為無效業績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
如果投標人是代理商,2022年1月1日至投標截止時間（以合同簽署時間為準），投標人應具有至少1個合同與本次投標同類產品的銷售業績，并提供相關業績證明文件。業績證明文件包括但不限于銷售合同復印件，至少體現以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、貨物名稱。未提交業績證明文件，或通過所提供的業績證明文件無法認定滿足上述業績要求的，均視為無效業績。
If the bidder is an agent, the bidder shall have at least one sales contract performance of similar valve in this bidding from January 1st, 2022 to the deadline for submission of the bid (subject to the signing time of the contract), and provide corresponding documentary evidence. The sales performance documentary evidence includes but not limited to a copy of the sales contract, which should at least reflect the following contents: the date of contract signing, the contract signing page (domestic trade contracts should have signatures and seals from both parties, international trade contracts should have signatures or seals from both parties), and the name of the goods. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Nov.14th, 2025 to Nov. 21st, 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online.
