中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海殼牌石油化工有限公司（以下稱為“招標人”）委托，就中海殼牌惠州三期乙烯項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招標條件 Preconditions for Solicitation
項目概況：中海殼牌石油化工有限公司（以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產業園區新建中海殼牌惠州三期乙烯項目，以實現其打造世界級、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 對投標人的資格和業績要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）資格要求Requirements for Qualifications of the Bidder ★
A. ★如果投標人為中國境內注冊公司，投標人需具有合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
★如果投標人為中國境外注冊公司，需提供有效的公司登記注冊證明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
★投標人為分公司的，需具有合法有效的營業執照（境內注冊）/公司登記注冊證明（境外注冊）和上級法人單位授權書（授權該分公司投標和簽訂合同），投標時需提供原件掃描件（原件備查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
★招標人認可該分公司和上級法人單位的資質、資格和業績，不認可同一上級法人單位的其它分公司的資質、資格和業績。分公司與上級法人單位只可一家參與投標，同時參與投標的，投標均無效。
The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B. ★如果投標人所投貨物非投標人自己制造，投標人應得到所投貨物制造商同意其在本次投標中提供該貨物的正式授權書。投標時提供制造商授權書原件的掃描件。
If the Goods to be offered by a bidder are not manufactured or not to be manufactured by the bidder itself, the bidder shall obtain a formal authorization letter from the manufacturer, permitting the bidder to offer such Goods in this bidding. The scanned copy of the original authorization letter must be provided and be included in the bidding document.
★投標人以自己制造的貨物參與投標的，不能再將此貨物同時授權給其他投標人參與投標，否則相關的所有投標將被拒絕。投標人將被授權的貨物再授權給其他投標人同時參與投標的，相關的所有投標將被拒絕。
If a bidder participates in the bidding with goods manufactured by itself, the bidder shall not authorize other bidders to offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizes other bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.
D. 是否接受聯合體投標：否
Is any bid by a consortium or a joint venture accepted? No.
E. 未領購招標文件是否可以參加投標:不可以
Can a bidder participate in the bidding without purchasing the Solicitation document? No.
（2）★業績要求Requirement for Bidder's Past Performance:
2010年1月1日至投標截止日（以合同簽署時間為準），投標人所投產品的制造商應具有至少2個合同的牛眼式玻璃板液位計的供貨業績，且單個合同供貨數量不少于2臺介質為蒸汽的牛眼式玻璃板液位計，且其設計壓力等級不小于ANSI1500LB、操作壓力不小于10.2Mpa、法蘭間距不小于1800mm、防爆等級不低于Ex d IIC T4。
From January 1, 2010, to the bid submission deadline (based on the contract signing date), the manufacturer of the products submitted by the bidder must have at least two contracts for the supply of bullseye glass plate level gauges. Each individual contract must involve the supply of no fewer than two bullseye glass plate level gauges for steam media, with a design pressure rating of no less than ANSI 1500LB, an operating pressure of no less than 10.2 MPa, a flange spacing of no less than 1800 mm, and an explosion-proof rating of no lower than Ex d IIC T4.
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括：1）銷售合同；2）用戶簽字或蓋章的到貨驗收材料（到貨驗收單或調試驗收報告或其它可以證明合同項下貨物已經到貨驗收的有效證明材料）。
The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents. The performance certification documents include: 1) Sales contracts; 2) Goods Arrival Acceptance signed or stamped by the client (i.e. Arrival Acceptance Form, or, Commissioning Acceptance Report, or other valid certifications that can prove the goods under the contract have passed the arrival acceptance).
同一集團全球范圍內不同制造商（即同一集團旗下的全資子公司或控股子公司或制造工廠）制造的所投產品的業績，視為所投產品的制造商的業績；投標人應提供說明函，說明本次所投產品的制造商與滿足上述業績要求的產品制造商屬于同一集團。
The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括：1）銷售合同和2）用戶簽字或蓋章的到貨驗收材料（到貨驗收單或調試驗收報告或其他可以證明合同項下貨物已經到貨驗收的有效證明材料）。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、貨物名稱（牛眼式玻璃板液位計）、供貨數量、介質（蒸汽）、設計壓力等級、操作壓力、法蘭間距、防爆等級、用戶簽字或蓋章的到貨驗收材料。
The bidder must submit a performance record in the prescribed format along with relevant supporting documents. The supporting documents include: 1) Sales contracts, and 2) Delivery and acceptance materials signed or stamped by the user (delivery acceptance forms, commissioning acceptance reports, or other valid documents proving that the goods under the contract have been delivered and accepted). The performance supporting documents submitted by the bidder must at least include the following: contract signing date, contract signing page (domestic trade contracts must bear the seals of both parties, while international trade contracts must bear the signatures or seals of both parties), product name (bull-eye glass plate level gauge), supply quantity, medium (steam), design pressure rating, operating pressure, flange spacing, explosion-proof rating, and delivery and acceptance materials signed or stamped by the user.
若業績合同為年度協議，除提供年度協議外，還應提供相應的已到貨訂單，訂單內容或編號應與年度協議相關聯。同一個年度協議下，提供1個或以上的訂單及與訂單對應的到貨驗收材料，均視為1個有效業績。
If the contract is an annual framework agreement, in addition to the agreement itself, the corresponding Purchase Order(s) (PO)(under which the goods were delivered) shall also be provided, and the purchase order content or PO numbering shall be associated with the annual framework agreement. Under the same annual framework agreement, one or more purchase orders and their arrival acceptance certificate(s) corresponding to the orders shall be deemed as one valid performance.
未提交業績證明文件，或通過所提供的業績證明文件無法認定滿足上述業績要求的，均被視為無效業績。
Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.
如果投標人是代理商,應具有2022年1月1日至本次投標截止日的代理類似產品（液位計）的銷售業績，并提供相關業績證明文件。業績證明文件包括但不限于銷售合同復印件，至少體現以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、制造商名稱、貨物名稱。未提交業績證明文件，或通過所提供的業績證明文件無法認定滿足上述業績要求的，均視為無效業績。
If the bidder is an agent, the bidder shall have sales performance of similar product of the bidding goods (level gauges)from January 1st, 2022 to the deadline of the bid submission date, and provide corresponding documentary evidence. The sales performance documentary evidence includes but not limited to a copy of the sales contract, which should at least reflect the following contents: the date of contract signing, the contract signing page (domestic trade contracts should have signatures？and？seals from both parties, international trade contracts should have signatures or seals from both parties), the name of the manufacturer, and the name of the goods.？If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

從2025年11月26日開始至2025年12月03日止，請登錄“中國海洋石油集團有限公司供應鏈數字化平臺”(https://bid.cnooc.com.cn/home/#/navigation）的“招標公告”頁面進行購買。
Bidders are requested to log in to the "招標公告" (Notice of Procurement ) page of the CNOOC Supply Chain Digital Platform (https://bid.cnooc.com.cn/home/#/navigation) to purchase the Solicitation documents from Nov 26th,2025 to Dec 3rd,2025.
首次登錄必須先進行注冊（免費），注冊方式選擇“自主注冊公開招標”。選擇其他注冊方式將導致注冊失敗。注冊成功后，方可購買招標文件。
For the first-time login to the platform, registration is mandatory (free of charge). The registration method must be "自主注冊公開招標" (Self-Registration for Public Bidding). Choosing other registration methods will result in a registration failure. only after successful registration can a bidder purchase the Solicitation documents.
投標人須在線填寫“購買招標文件登記表”，并在線支付標書款。支付成功后，投標人可自行下載招標文件。招標文件每套售價為人民幣200元或25美元，售后不退。文件發售費用用于印刷和郵寄招標文件/資格預審文件。有郵寄需求的請在支付時備注收件人相關信息。
The bidder is requested to fill in the "購買招標文件登記表" (Registration Form for Purchasing Solicitation documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation documents by themselves. Each set of the Solicitation documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/ pre-qualification documents. For those requiring mailing, please fill in the recipient's relevant information when making the payment.

5. 投標文件的遞交 Submission of Bid
投標文件遞交截止時間和方式：
所有投標文件都應附上按規定提交的投標保證金，并于2025年12月17日上午9:00（北京時間）前線上提交至“中國國際招標網”（http://www.chinabidding.com)。在此時間后收到的投標文件恕不接受。

All bid documents shall be accompanied by the Bid Security submitted in accordance with the specified requirements, and shall be submitted online to the China International Bidding Website (http://www.chinabidding.com) before 9:00 a.m. (Beijing Time) on Dec 17th, 2025. Bid documents received after this time will not be accepted.

The Notice of Procurement will be published on the website of the China Tendering & Bidding Public Service Platform, Electronic Trading Platform for Mechanical and Electrical Products Bidding and CNOOC Supply Chain Digital Platform at the same time.
9. 投標人在投標前應在“必聯網”或“機電產品招標投標電子交易平臺”完成注冊及信息核驗。評標結果將在“機電產品招標投標電子交易平臺”和“中國海洋石油集團有限公司供應鏈數字化平臺”上發布。
Before submitting a bid, bidders shall complete registration and information verification on either EBNew or the Electronic Trading Platform for Mechanical and Electrical Products Bidding. The bid evaluation results will be published on the Electronic Trading Platform for Mechanical and Electrical Products Bidding and CNOOC Supply Chain Digital Platform.
