中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”），中國海洋石油集團(tuán)有限公司的全資子公司，受中海殼牌石油化工有限公司公司（以下稱為“招標(biāo)人”）委托，就中海殼牌惠州三期乙烯項目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交電子密封投標(biāo)：
CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by CSPC Huizhou Phase 3 Ethylene Project(hereinafter referred to as “Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of CSPC Huizhou Phase 3 Ethylene Project. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

項目概況：中海殼牌石油化工有限公司（以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州三期乙烯項目，以實現(xiàn)其打造世界級、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 對投標(biāo)人的資格和業(yè)績要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）資格要求Requirements for Qualifications of the Bidder ★
A. ★如果投標(biāo)人為中國境內(nèi)注冊公司，投標(biāo)人需具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時需提供原件掃描件（原件備查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
★如果投標(biāo)人為中國境外注冊公司，需提供有效的公司登記注冊證明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
★投標(biāo)人為分公司的，需具有合法有效的營業(yè)執(zhí)照（境內(nèi)注冊）/公司登記注冊證明（境外注冊）和上級法人單位授權(quán)書（授權(quán)該分公司投標(biāo)和簽訂合同），投標(biāo)時需提供原件掃描件（原件備查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
★招標(biāo)人認(rèn)可該分公司和上級法人單位的資質(zhì)、資格和業(yè)績，不認(rèn)可同一上級法人單位的其它分公司的資質(zhì)、資格和業(yè)績。分公司與上級法人單位只可一家參與投標(biāo)，同時參與投標(biāo)的，投標(biāo)均無效。
The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B. ★如果投標(biāo)人所投貨物非投標(biāo)人自己制造，投標(biāo)人應(yīng)得到所投貨物制造商同意其在本次投標(biāo)中提供該貨物的正式授權(quán)書。投標(biāo)時提供制造商授權(quán)書原件的掃描件。
If the Goods to be offered by a bidder are not manufactured or not to be manufactured by the bidder itself, the bidder shall obtain a formal authorization letter from the manufacturer, permitting the bidder to offer such Goods in this bidding. The scanned copy of the original authorization letter must be provided and be included in the bidding document.
如果投標(biāo)人為制造商同一集團(tuán)負(fù)責(zé)銷售投標(biāo)所投產(chǎn)品的全資子公司、控股子公司（投標(biāo)人應(yīng)提供制造商或其上級公司證明上述事項的證明文件），則視投標(biāo)人為制造商。投標(biāo)人以自己制造的貨物參與投標(biāo)的，不能再將此貨物同時授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。投標(biāo)人將被授權(quán)的貨物再授權(quán)給其他投標(biāo)人同時參與投標(biāo)的，相關(guān)的所有投標(biāo)將被拒絕。
If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding product produced by different factories of the manufacturer with the same brand shall be accepted.If a bidder participates in the bidding with goods manufactured by itself, the bidder shall not authorize other bidders to offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizes other bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.

Can a bidder participate in the bidding without purchasing the Solicitation document? No.
（2）資質(zhì)要求Qualification requirement
投標(biāo)產(chǎn)品制造商應(yīng)取得覆蓋本次投標(biāo)產(chǎn)品且有效的《中華人民共和國特種設(shè)備生產(chǎn)許可證》（壓力管道元件制造）。投標(biāo)時需提供證書原件掃描件（原件備查）并可在全國特種設(shè)備公示信息查詢平臺（https://cnse.e-cqs.cn/info-pub/pub）核實。
The manufacturer of the bidding product shall obtain a valid "Production License of Special Equipment People's Republic of China" (for the manufacture of pressure pipeline components) that cover the bidding products. A scanned copy of the original certificate is required at the time of bidding (originals are subject to verification) and can be verified on the National Special Equipment Public Information Query Platform (https://cnse.e-cqs.cn/info-pub/pub).
（3）業(yè)績要求Requirement for Bidder's Past Performance:
2016年1月1日至投標(biāo)截止日(以合同簽署時間為準(zhǔn))，投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有1個電動或氣動開關(guān)球閥合同業(yè)績，且該合同中應(yīng)包含1臺尺寸≥12”且壓力等級≥CL2500且設(shè)計溫度≥500℃的電動或氣動全通徑金屬硬密封開關(guān)球閥。投標(biāo)人投標(biāo)的產(chǎn)品品牌和所提供的業(yè)績要一致。
From January 1st, 2016 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied by the bidder shall have one supply contract of one Electric or Pneumatic switch ball valve. The contract shall include one Electric or Pneumatic full-bore metal hard-sealed switch ball valve which valve size need to be greater than or equal to 12" and press class ≥CL2500 and a design temperature ≥500℃. The product brand bid by the bidder must be consistent with the performance provided.
同一集團(tuán)全球范圍內(nèi)不同制造商（即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠）制造的所投產(chǎn)品的業(yè)績，視為所投產(chǎn)品的制造商的業(yè)績；投標(biāo)人應(yīng)提供說明函，說明本次所投產(chǎn)品的制造商與滿足上述業(yè)績要求的產(chǎn)品制造商屬于同一集團(tuán)。
The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括：銷售合同復(fù)印件。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱、貨物名稱、貨物數(shù)量、口徑尺寸、壓力等級、設(shè)計溫度、執(zhí)行機(jī)構(gòu)類型、本體類型、閥芯和閥座材質(zhì)（或密封形式）。
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個年度協(xié)議下提供1個或以上的訂單均算為1個有效業(yè)績。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of goods, number of goods、press class、design temperature、type of actuator、type of valve body、trim and body material(or sealed form).
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders is considered as one valid performance.
如果投標(biāo)人是代理商,應(yīng)具有2023年1月1日至本次投標(biāo)截止日的1個合同的代理閥門的銷售業(yè)績，并提供相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于銷售合同復(fù)印件，至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱、貨物名稱。未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均視為無效業(yè)績。
If the bidder is an agent, the bidder shall have sales performance of valves from January 1st, 2023 to the deadline of the bid submission date, and provide corresponding documentary evidence. The sales performance documentary evidence includes but not limited to a copy of the sales contract, which should at least reflect the following contents: the date of contract signing, the contract signing page (domestic trade contracts should have signatures？and？seals from both parties, international trade contracts should have signatures or seals from both parties), the name of the manufacturer, and the name of the goods.？If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均被視為無效業(yè)績。
Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.
4. 有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件
Interested bidders may obtain the solicitation documents through the following method:
從2026年02月06日開始至2026年2月13日止，請登錄“中國供應(yīng)鏈數(shù)字化平臺”(https://bid.cnooc.com.cn）的“招標(biāo)公告”頁面進(jìn)行購買。
Bidders are requested to log in to the "招標(biāo)公告" (Notice of Procurement ) page of the CNOOC Supply Chain Digital Platform (https://bid.cnooc.com.cn) to purchase the Solicitation documents from February 06, 2026 to February 13,2026.
首次登錄必須先進(jìn)行注冊（免費），注冊方式選擇“自主注冊公開招標(biāo)”。選擇其他注冊方式將導(dǎo)致注冊失敗。注冊成功后，方可購買招標(biāo)文件。
For the first-time login to the platform, registration is mandatory (free of charge). The registration method must be "自主注冊公開招標(biāo)" (Self-Registration for Public Bidding). Choosing other registration methods will result in a registration failure. only after successful registration can a bidder purchase the Solicitation documents.
投標(biāo)人須在線填寫“購買招標(biāo)文件登記表”，并在線支付標(biāo)書款。支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價為人民幣200元或25美元，售后不退。文件發(fā)售費用用于印刷和郵寄招標(biāo)文件/資格預(yù)審文件。有郵寄需求的請在支付時備注收件人相關(guān)信息。
The bidder is requested to fill in the "購買招標(biāo)文件登記表" (Registration Form for Purchasing Solicitation documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation documents by themselves. Each set of the Solicitation documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/ pre-qualification documents. For those requiring mailing, please fill in the recipient's relevant information when making the payment.

5. 投標(biāo)文件的遞交 Submission of Bid

Deadline and Method for Submission of Bid documents:
All bid documents shall be accompanied by the Bid Security submitted in accordance with the specified requirements, and shall be submitted online to the China International Bidding Website (http://www.chinabidding.com) before 9:00 a.m. (Beijing Time) on March 10, 2026. Bid documents received after this time will not be accepted.

The Notice of Procurement will be published on the website of the China Tendering & Bidding Public Service Platform, Electronic Trading Platform for Mechanical and Electrical Products Bidding and CNOOC Supply Chain Digital Platform at the same time.
9. 投標(biāo)人在投標(biāo)前應(yīng)在“必聯(lián)網(wǎng)”或“機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺”完成注冊及信息核驗。評標(biāo)結(jié)果將在“機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺”和“中國供應(yīng)鏈數(shù)字化平臺”上發(fā)布。
Before submitting a bid, bidders shall complete registration and information verification on either EBNew or the Electronic Trading Platform for Mechanical and Electrical Products Bidding. The bid evaluation results will be published on the Electronic Trading Platform for Mechanical and Electrical Products Bidding and CNOOC Supply Chain Digital Platform.
