CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by CNOOC China Limited (hereinafter referred to as “Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of Bo Zhong 29-4 OILFIELD 29-1 BLOCK Phase I Development. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.
1. 招標(biāo)條件 Preconditions for Solicitation
項目概況：渤中29-4油田東南距山東省龍口市約81km，西距渤中28-2南油田約15km，油田平均水深約24.0m。渤中29-4油田位于渤南低凸起中段，富烴凹陷黃河口凹陷東洼北緣，研究區(qū)位于渤中29-4油田北部。
項目設(shè)計開發(fā)井 12口（采油井8口、注水井4口），采用自升式鉆井平臺進行鉆完井作業(yè)。項目在航路內(nèi)新建1套泥面以下生產(chǎn)系統(tǒng)BZ29-4 SPS，包括BZ29-4 SPSD（采油井4口、注水井2口）和BZ29-4 SPSE（采油井4口、注水井2口），2套海床下鋼圓筒防護系統(tǒng)，1條0.97千米 BZ29-4SPSE至 BZ29-4 SPSD 混輸海管，1條6.85千米BZ29-4 SPSD 至 BZ29-6 WHPA 混輸海管，1條6.85千米BZ29-6 WHPA至BZ29-4 SPSD 注水海管，1條0.97千米 BZ29-4SPSD至 BZ29-4SPSE 注水海管，1條7.10千米BZ29-6 WHPA 至 BZ29-4SPSD復(fù)合臍帶纜，1條7.82千米 BZ29-6 WHPA至BZ29-4 SPSE 復(fù)合臍帶纜，并對相關(guān)在生產(chǎn)設(shè)施進行校核改造。
Project Summary：The BoZhong 29-4 oilfield is located approximately 81 km southeast of Longkou City, Shandong Province, and about 15 km west of the Bohai 28-2 South oilfield, with an average water depth of around 24.0 m. The BoZhong 29-4 oilfield is situated in the middle section of the BoZhong Southern Low Uplift, along the northern edge of the Dongwa depression in the Huanghekou depression, a hydrocarbon-rich area. The study area is located in the northern part of the BoZhong 29-4 oilfield.
The project involves the design and development of 12 wells (8 oil wells and 4 water injection wells), using a self elevating drilling platform for drilling and completion operations. The project will construct a new production system BZ29-4 SPS below the mud surface within the route, including BZ29-4 SPSD (4 oil wells and 2 water injection wells) and BZ29-4 SPSE (4 oil wells and 2 water injection wells), 2 sets of steel cylinder protection systems under the seabed, one 0.97-kilometer BZ29-4 SPSE to BZ29-4 SPSD mixed pipeline, one 6.85-kilometer BZ29-4 SPSD to BZ29-6 WHPA mixed pipeline, one 6.85-kilometer BZ29-6 WHPA to BZ29-4 SPSD water injection pipeline, one 0.97-kilometer BZ29-4 SPSD to BZ29-4 SPSE water injection pipeline, and one 7.10-kilometer BZ29-6 WHPA to BZ29-4SPSD composite umbilical, one 7.82-kilometer BZ29-6 WHPA to BZ29-4 SPSE composite umbilical, and relevant verification and renovation of production facilities.

(2) J-TUBE 拖拉頭假體；頂部懸掛假體；
交貨地點：DAP建造場地指定地點；交貨期：合同簽訂后12個月內(nèi)。
2nd batch：Dummy Pull In Head；Dummy hang-off assembly for fit up test：
DAP Delivery to construction site Designated location；Delivery Date：Within 12 months after signing the contract.
(3) 低壓電纜樣纜（用于SPSD&SPSE UTA FACT端接測試）；
交貨地點：DAP中國（天津港或指定的其他城市），交貨期：合同簽訂后10個月內(nèi)送至SPSD&SPSE 水下生產(chǎn)系統(tǒng)供應(yīng)商指定地點。
3rd batch：LV cables sample for SPSD&SPSE UTA FACT Termination Test；
DAP company designated location in Tianjin or other city of PRC. Delivery Date：DDP SPSD&SPSE SPS manufacturer Designated location within 10 months after signing the contract.
(4) UTA基礎(chǔ)結(jié)構(gòu)物、張緊器測試樣纜：
交貨地點：DAP天津指定地點。交貨期：合同簽訂后10個月內(nèi)；
4th batch： UTA foundation sample control umbilical for tensioner test。

2、從中華人民共和國關(guān)境外提供的貨物:
For goods offered from outside PRC customs territory:

3. 對投標(biāo)人的資格和業(yè)績要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）資格要求Requirements for Qualifications of the Bidder
A.★如果投標(biāo)人為中國境內(nèi)注冊公司，投標(biāo)人需具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時需提供原件掃描件（原件備查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).

If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.

If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
★招標(biāo)人認可該分公司和上級法人單位的資質(zhì)、資格和業(yè)績，不認可同一上級法人單位的其它分公司的資質(zhì)、資格和業(yè)績。分公司與上級法人單位只可一家參與投標(biāo)，同時參與投標(biāo)的，投標(biāo)均無效。
The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B. ★投標(biāo)人所投產(chǎn)品的制造商須具備有效的GB/T19001(ISO9001)質(zhì)量體系認證證書，中國國內(nèi)認證機構(gòu)簽發(fā)的證書應(yīng)可在中國國家認證認可監(jiān)督管理委員會網(wǎng)站核實(http://www.cnca.gov.cn/)。如果有中國國家相關(guān)部門發(fā)布的最新體系標(biāo)準(zhǔn)，以最新體系標(biāo)準(zhǔn)為準(zhǔn)。投標(biāo)時需提供原件掃描件（原件備查）。
The manufacturer of the product bid by the bidder must simultaneously hold valid certificates for GB/T19001 (ISO9001) quality management system certification. Certificates issued by the Chinese domestic certification bodies shall be verifiable on the website of the Certification and Accreditation Administration of the People's Republic of China (http://www.cnca.gov.cn/). If there are updated system standards issued by the Chinese relevant national authorities, the latest system standards shall prevail. When submitting the bid, the bidder shall provide scanned copies of the original certificates (with the originals kept available for verification).
C. ★不接受代理Bid by an agent is not acceptable
投標(biāo)人應(yīng)為所投貨物的制造商。不接受代理商投標(biāo)。
The Bidder shall be the manufacturer of the Goods being offered. Any bid by an agent is not accepted.
投標(biāo)人以自己制造的貨物參與投標(biāo)的，不能再將此貨物同時授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。投標(biāo)人將被授權(quán)的貨物再授權(quán)給其他投標(biāo)人同時參與投標(biāo)的，相關(guān)的所有投標(biāo)將被拒絕。
If a bidder participates in the bidding with goods manufactured by itself, the bidder shall not authorize other bidders to offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizes other bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.

Certification:It is committed that the umbilical and UTA, with applicable certifications from ABS or DNV or BV or CCS, will be delivered along with the Product Certificate of Conformity (COC) and relevant quality control records.
（2）★業(yè)績要求Requirement for Bidder's Past Performance:
2015年1月1日至投標(biāo)截止日（以合同簽署時間為準(zhǔn)），投標(biāo)人應(yīng)具有至少1個合同的臍帶纜產(chǎn)品的供貨業(yè)績（供貨業(yè)績的制造商必須是投標(biāo)人），且均滿足臍帶纜液壓鋼管內(nèi)徑≥1"和電力電纜電壓等級≥6kV的技術(shù)要求。
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括：1）銷售合同和2）用戶簽字或蓋章的到貨驗收材料（到貨驗收單或調(diào)試驗收報告或其他可以證明合同項下貨物已經(jīng)到貨驗收的有效證明材料）。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、貨物名稱、滿足臍帶纜液壓鋼管內(nèi)徑≥1"和電力電纜電壓等級≥6kV的技術(shù)要求、用戶簽字或蓋章的到貨驗收材料（買方接收證明或調(diào)試驗收證明或到貨驗收單或其他可以證明合同項下貨物已經(jīng)到貨驗收的有效證明材料）/與合同或訂單金額一致的所有增值稅發(fā)票掃描件（如有清單須提供，須體現(xiàn)發(fā)票號；發(fā)票需包含合同號或貨物名稱，且與合同或單個訂單一致）。
針對本項目提供的業(yè)績，投標(biāo)人投標(biāo)時提供ABS或CCS或BV或DNV等出具的臍帶纜的COC證書，證書中應(yīng)明確取證單位為投標(biāo)單位。
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認定滿足上述業(yè)績要求的，均視為無效業(yè)績。
From January 1, 2015, until the bid submission deadline (with the contract execution date serving as the basis), the Bidder must have a supply record of umbilical cable products for at least one (1) contract. The manufacturer for the supplied performance must be the Bidder itself. All such supplied products must meet the following technical requirements: the inner diameter of the hydraulic steel tube within the umbilical cable must be ≥ 1 inch, and the voltage rating of the power cables must be ≥ 6 kV.
The Bidder is required to submit a completed Performance Record Form in the specified format, along with supporting documentary evidence for the claimed performance. The supporting documents must include:
The sales contract; and Delivery acceptance documents signed or stamped by the end-user (e.g., delivery acceptance report, commissioning acceptance report, or other valid proof confirming the receipt and acceptance of the goods under the contract).
The submitted performance documentation must clearly demonstrate at least the following elements:
Contract execution date.
Contract signature pages (For domestic contracts: stamps from both parties; For international contracts: signatures or stamps from both parties).
Description/name of the goods.
Confirmation that the supplied umbilical cables meet the technical requirements of hydraulic steel tube inner diameter ≥ 1 inch and power cable voltage rating ≥ 6 kV.
Delivery acceptance documents signed or stamped by the end-user (Buyer's receipt /confirm/iation, commissioning acceptance certificate, delivery acceptance report, or other valid proof of goods receipt/acceptance) / Scanned copies of all Value-Added Tax invoices corresponding to the full contract or individual order value (if an invoice list exists, it must be provided and show the invoice numbers; invoices must include the contract number or goods description, matching the contract or specific order).
For the performance cited for this project, the Bidder must provide a Certificate of Conformity (COC) for the umbilical cable, issued by a recognized certification body such as ABS, CCS, BV, DNV. The certificate must clearly identify the certified entity as the Bidder.
Any claimed performance for which supporting documents are not submitted, or where the submitted documents cannot verify compliance with the above requirements, shall be deemed invalid.

The bidder is requested to fill in the "購買招標(biāo)文件登記表" (Registration Form for Purchasing Solicitation documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation documents by themselves. Each set of the Solicitation documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/ pre-qualification documents.
