          中化建國際招標有限責任公司(以下稱為“招標代理機構”),中國海洋石油集團有限公司的全資子公司,受中海石油(中國)有限公司(以下稱為“招標人”)委托,就開平11-4油田18-1區塊開發項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交電子密封投標:

          CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by CNOOC China Limited (hereinafter referred to as “Procuring Entity(Company/Purchaser)”), intends to organize  an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of KAIPING 11-4 OILFIELD 18-1 BLOCK Development. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

          項目概況:開平11-4油田18-1區塊開發項目油田包括1d與2d兩個水下生產區塊,通過水下管纜將油氣回接至新建圓筒型FPSO,項目水深約500米。

          Project Summary:KP11-4 oil field block 18-1 development project contains two blocks (1d and 2d). The project adopts the development mode of subsea production system tying back to the newly-built cylindrical FPSO.The average water depth is about 500m.

          (2) J-TUBE 拖拉頭假體;頂部懸掛假體;

          交貨地點:FPSO建造場地指定地點;交貨期:合同簽訂后13個月內。

          2nd batch:Dummy Pull In Head;Dummy hang-off assembly for fit up test:

          Delivery to FPSO construction site Designated location;Delivery Date:Within 13 months after signing the contract.

           

          (3) 低壓電纜樣纜(用于1d&2d UTA FACT端接測試);

          交貨地點:DAP 公司指定的中國深圳或其他城市,交貨期:合同簽訂后9個月內送至1d&2d 水下生產系統供應商指定地點。

          3rd batch:LV cables sample for 1d&2d UTA FACT Termination Test;

          DAP company designated  location in  Shenzhen or other city of PRC. Delivery Date:DDP 1d&2d SPS manufacturer Designated location within 9 months after signing the contract.

           

          (4) 2d UTA基礎結構物 張緊器測試樣纜:

          交貨地點:深圳指定地點。交貨期:合同簽訂后14個月內;

          4th batch:2d UTA foundation sample control umbilical for tensioner test。

          Delivery to Designated location in Shenzhen. . Delivery Date: Within 14 months after signing the contract.

           

          (5) HOLDDOWN系統、HOLDBACK系統基礎結構物設計圖紙文件;

          交貨期:合同簽訂后11個月內。

          5th batch: HOLDDOWN system & HOLDBACK system  foundation design documents;.Delivery Date: Within 11 months after signing the contract.

           

          2、從中華人民共和國關境外提供的貨物:

          For goods offered from outside PRC customs territory:

            (1) 1d:臍帶纜、備用臍帶纜和全部附件;2d:臍帶纜、備用臍帶纜、UTA和全部附件;

          交貨地點:深圳或惠州指定地點;交貨期:合同簽訂后23個月。

           Note:The 3rd batch item will be DDP control umbilical supplier together with 1d UTA.

           

          3. 對投標人的資格和業績要求

          Requirements for Qualifications and the Past Performance of the Bidder:

           

              (1)資格要求 Requirements for Qualifications of the Bidder 

           

          A.★如果投標人為中國境內注冊公司,投標人需具有合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照,投標時需提供原件掃描件(原件備查);

          If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).

           

          ★如果投標人為中國境外注冊公司,需提供有效的公司登記注冊證明;

          If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.

           

          ★投標人為分公司的,需具有合法有效的營業執照(境內注冊)/公司登記注冊證明(境外注冊)和上級法人單位授權書(授權該分公司投標和簽訂合同),投標時需提供原件掃描件(原件備查)。

          If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).

           

          ★招標人認可該分公司和上級法人單位的資質、資格和業績,不認可同一上級法人單位的其它分公司的資質、資格和業績。分公司與上級法人單位只可一家參與投標,同時參與投標的,投標均無效。

          The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.

           

          B. ★不接受代理 Bid by an agent is not acceptable

          投標人應為所投貨物的制造商。不接受代理商投標。

          The Bidder shall be the manufacturer of the Goods being offered. Any bid by an agent is not accepted.

          投標人以自己制造的貨物參與投標的,不能再將此貨物同時授權給其他投標人參與投標,否則相關的所有投標將被拒絕。投標人將被授權的貨物再授權給其他投標人同時參與投標的,相關的所有投標將被拒絕。

          If a bidder participates in the bidding with goods manufactured by itself, the bidder shall not authorize other bidders to offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizes other bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.

           

          C.★是否接受聯合體投標:否

          Is any bid by a consortium or a joint venture accepted?   No.

           

          D. ★未領購招標文件是否可以參加投標:不可以

          Can a bidder participate in the bidding without purchasing the Solicitation document? No.

           

          E. ★第三方產品認證證書:

          提供中華人民共和國應急管理部認可的ABS、BV、CCS、DNV船級社之一頒發的有效第三方產品認可證書,除了上述4家機構外的任何機構包括他們的下屬機構均不允許。并隨設備一同交付。

          Third party certification:The valid Products certifying agency's certificates shall be issued by one of the agencies among ABS, BV, CCS, DNV, which are approved as Classification Society by the Emergency Management Department, PRC. It’s not allowed that the certificates issued by inspection subordinate organization, certification subordinate organization or consultant subordinate organization of these 4 Classification Societies approved by the Emergency Management Department, PRC. The Certificate of Compliance shall be issued with the cargo delivered。

          (2)★業績要求 Requirement for Bidder's Past Performance:

          2015年1月1日至投標截止日(以合同簽署時間為準),投標人應具有至少1個合同的動態臍帶纜的供貨業績(供貨業績的制造商必須是投標人),且均滿足應用水深不小于498.6米和臍帶纜構型為pliant wave或lazy wave的技術要求。

          投標人須按規定格式提交業績表,并提交相關業績證明文件。業績證明文件包括:1)銷售合同和2)用戶簽字或蓋章的到貨驗收材料(到貨驗收單或調試驗收報告或其他可以證明合同項下貨物已經到貨驗收的有效證明材料)。投標人所提交的業績證明文件必須至少體現以下內容:合同簽署時間、合同簽署頁(國內貿易合同應有雙方蓋章,國際貿易合同應有雙方簽字或蓋章)、貨物名稱、臍帶纜構型(pliant wave或lazy wave)、應用水深不小于498.6米的技術要求、用戶簽字或蓋章的到貨驗收材料。

          若業績合同為年度協議,除提供年度協議外,還應提供相應的已到貨訂單,訂單內容或編號應與年度協議相關聯。同一個年度協議下提供1個或以上的訂單及與訂單對應的到貨驗收材料均算為1個有效業績。

          未提交業績證明文件,或通過所提供的業績證明文件無法認定滿足上述業績要求的,均視為無效業績。

          如果投標人提供了1)經國家安全生產監督管理局認可的ABS或BV或DNV或CCS船級社所頒發的動態臍帶纜符合性證書。和2)由該項目認定申請單位(即項目所屬單位工程項目組)出具的《工程建設重大技術與產品首次應用管理認定通過通知書》,則無需滿足上述業績要求。

          From January 1, 2015, to the bid submission deadline (subject to the contract signing date), the bidder shall have at least one contract for the supply of dynamic umbilical cables (the manufacturer of the supply performance must be the bidder), all of which meet the technical requirement of an application water depth not less than 498.6 meters and umbilical cable configuration shall be pliant wave or lazy wave.

          The bidder must submit a performance table in the specified format and provide relevant performance supporting documents. The performance supporting documents include: 1) sales contracts, and 2) user-signed or stamped delivery acceptance materials (delivery acceptance notes, commissioning acceptance reports, or other valid supporting materials that can prove the delivery and acceptance of the goods under the contract). The performance supporting documents submitted by the bidder must at least reflect the following: contract signing date, contract signature pages (domestic trade contracts must bear the seals of both parties, international trade contracts must bear the signatures or seals of both parties), product name, umbilical cable configuration (pliant wave or lazy wave), technical requirement of an application water depth not less than 498.6 meters, and user-signed or stamped delivery acceptance materials.

          If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding delivered purchase orders must also be provided. The order content or number should be associated with the annual agreement. One or more purchase orders under the same annual agreement and their corresponding delivery acceptance materials will be counted as one valid performance.

          Failure to submit performance supporting documents, or if the submitted performance supporting documents cannot be verified as meeting the aforementioned performance requirements, shall be deemed invalid performance.

          If the bidder provides 1) a dynamic umbilical compliance certificate issued by a classification society recognized by the State Administration of Work Safety, such as ABS, BV, DNV, or CCS, and 2) a "Management Certification Notice for the First Application of Major Engineering Technologies and Products in Construction Projects" issued by the project's designated application unit (i.e., the project department of the unit to which the project belongs), then the above performance requirements need not be met.

            

          4. 有興趣的投標人可通過以下方式獲取招標文件

          Interested bidders may obtain the solicitation documents through the following method:

           

          從2026年2月11日開始至2026年2月25日止,請登錄“中國供應鏈數字化平臺”(https://bid.cnooc.com.cn/)的“招標公告”頁面進行購買。

          Bidders are requested to log in to the "招標公告" (Notice of Procurement ) page of the CNOOC Supply Chain Digital Platform (https://bid.cnooc.com.cn/) to purchase the Solicitation documents from February 11, 2026 to February 25, 2026.

           

          首次登錄必須先進行注冊(免費),注冊方式選擇“自主注冊公開招標”。選擇其他注冊方式將導致注冊失敗。注冊成功后,方可購買招標文件。

          For the first-time login to the platform, registration is mandatory (free of charge). The registration method must be "自主注冊公開招標" (Self-Registration for Public Bidding). Choosing other registration methods will result in a registration failure. only after successful registration can a bidder purchase the Solicitation documents.

           

          投標人須在線填寫“購買招標文件登記表”,并在線支付標書款。支付成功后,投標人可自行下載招標文件。招標文件每套售價為人民幣200元或25美元,售后不退。文件發售費用用于印刷和郵寄招標文件/資格預審文件。有郵寄需求的請在支付時備注收件人相關信息。

          The bidder is requested to fill in the "購買招標文件登記表" (Registration Form for Purchasing Solicitation documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation documents by themselves. Each set of the Solicitation documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/ pre-qualification documents. For those requiring mailing, please fill in the recipient's relevant information when making the payment.
