中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海石油（中國）有限公司深圳分公司（以下稱為“招標人”）委托，就開平11-4油田18-1區塊開發項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Ltd. Shenzhen (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under KP11-4 OIL FIELD BLOCK 18-1DEVELOPMENT PROJECT by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招標條件

項目概況：開平11-4油田位于南海東部偏西海域，距香港西南約295km，開平11-4油田包含11-4區塊（水深340-360米）、18-1區塊（水深460-530米）。 開平11-4油田18-1區塊開發項目采用“水下生產系統回接圓筒型FPSO”模式進行開發。分為1d（1d/1dSa）、2d(2d、5)兩套水下生產系統分別回接至新建的圓筒型FPSO。開平11-4油田18-1區塊計劃2029年投產。本采辦包采購的艉輸系統將用于新建圓筒型浮式生產儲卸油裝置FPSO上。
Project Summary：The Kaiping 11-4 Oilfield is located in the west-eastern part of the South China Sea, approximately 295 kilometers southwest of Hong Kong. The Kaiping 11-4 Oilfield consists of Block 11-4 (with a water depth of 340-360 meters) and Block 18-1 (with a water depth of 460-530 meters). The development project of Block 18-1 of Kaiping 11-4 Oilfield adopts the mode of "subsea production system reconnection to cylindrical FPSO" for development. It is divided into two sets of subsea production systems, 1d (1d/1dSa) and 2d(2d, 5), which are respectively connected back to the newly-built cylindrical FPSO. The 18-1 block of Kaiping 11-4 Oilfield is planned to be put into production in 2029. The stern offloading system procured in this procurement package will be used on the new cylindrical floating production storage and offloading unit FPSO.

3. 對投標人的資格和業績要求：

（1）資格要求

A．★如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

A．★The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．★制造商要求:
所投產品為國內產品：投標人必須為艉輸系統的制造商，不允許代理商投標。
所投產品為境外產品：允許艉輸系統制造商或代理商投標。
投標人為代理商時，應得到本次投標所投艉輸系統制造商的唯一合法授權，并需提供以下材料（原件加蓋制造商公章）：
在有效期內的制造商授權書。
B． ★ Manufacturer requirement:

Offloading system. Agents are not allowed to bid.
The bid products are outside PRC customs territory：Manufacturers or agents of stern offloading system are allowed to bid.
If the bidder is an agent, shall obtain the sole legal authorization of the manufacturers of the stern offloading system in the bid, and shall provide the following documents(original letter stamped with the official seal of the manufacturer ) :
Letter of Authority from Manufacturer within the validity period.

（2）★業績要求Requirement for Bidder's reference:
投標人需滿足以下所有要求：
★（1）投標人所投產品必須是成熟產品，自2015年7月1日至投標截止日（以合同簽署時間為準），投標人應具有1個合同的艉輸系統供貨業績，且提供業績系統技術參數均滿足單臺設備外輸量≥4000m3/h、配置儲存外輸軟管（內徑≥16”，長度≥200米）的技術要求;
（2）投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括：1）銷售合同和2）用戶簽字或蓋章的到貨驗收材料（到貨驗收單或調試驗收報告或其他可以證明合同項下貨物已經到貨驗收的有效證明材料）。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、貨物名稱、外輸量≥4000m3/h、配置儲存外輸軟管（內徑≥16”，長度≥200米）、用戶簽字或蓋章的到貨驗收材料;
（3）若業績合同為年度協議，除提供年度協議外，還應提供相應的已到貨訂單，訂單內容或編號應與年度協議相關聯。同一個年度協議下提供1個或以上的訂單及與訂單對應的到貨驗收材料均算為1個有效業績;
（4）未提交業績證明文件，或通過所提供的業績證明文件無法認定滿足上述業績要求的，均視為無效業績。
★ (1) The products submitted by the bidder must be mature products. From July 1, 2015 to the bid submission deadline (based on the contract signing date), the bidder should haveone supply performance records of stern transmission systems, and the technical parameters of the provided performance systems should all meet the requirements of a single equipment external transmission volume of ≥4000m 3 /h and the configuration of storage external transmission hoses (inner diameter ≥16 "). For technical requirements (2) with a length of ≥200 meters, bidders must submit the performance table in the prescribed format and provide relevant performance certification documents. The performance proof documents include: 1) The sales contract and 2) the arrival acceptance materials signed or sealed by the user (arrival acceptance form or commissioning acceptance report or other valid proof materials that can prove the goods under the contract have arrived and been accepted). The performance proof documents submitted by the bidders must at least reflect the following contents: The contract signing time, the contract signing page (domestic trade contracts should have the seals of both parties, and international trade contracts should have the signatures or seals of both parties),the name of the goods, the export volume ≥4000m 3 /h, the technical requirements for the configuration and storage of export hoses (inner diameter ≥16 ", length ≥200 meters), and the arrival acceptance materials signed or sealed by the user.
(3) If the performance contract is an annual agreement, in addition to providing the annual agreement, the corresponding orders that have arrived should also be provided. The content or number of the orders should be associated with the annual agreement. Under the same annual agreement, providing one or more orders and the corresponding arrival acceptance materials for the orders are all regarded as one valid performance record.
(4) If no performance proof documents are submitted or the performance proof documents provided cannot be used to determine that the above performance requirements are met, they shall all be regarded as invalid performance.
（3）★其他要求：
投標人須具備有效的GB/T19001(ISO9001)質量體系認證證書，中國國內認證機構簽發的證書應可在中國國家認證認可監督管理委員會網站(http://www.cnca.gov.cn/)核實。如果有中國國家相關部門發布的最新體系標準，以最新體系標準為準。投標時需提供原件掃描件（原件備查）。
The bidder must simultaneously hold valid certificates for GB/T19001 (ISO9001) quality management system certification,. Certificates issued by the Chinese domestic certification bodies shall be verifiable on the website of the Certification and Accreditation Administration of the People's Republic of China (http://www.cnca.gov.cn/).
If there are updated system standards issued by the Chinese relevant national authorities, the latest system standards shall prevail. When submitting the bid, the bidder shall provide scanned copies of the original certificates (with the originals kept available for verification).

9. 投標人在投標前應在必聯網（https://www.ebnew.com）或機電產品招標投標電子交易平臺（https://www.chinabidding.com）完成注冊及信息核驗。評標結果將在機電產品招標投標電子交易平臺（http://www.chinabidding.com）和中采辦業務管理與交易系統（https://buy.cnooc.com.cn）上發布。
Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com .The bid evaluation results will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .
10. 提示Notes
投標人進入開標大廳后，需要進行簽到操作，等待開標主持人指令。允許解密后，投標人點擊解密按鈕進行解密投標文件（需解密前在電腦上插入當前賬號綁定的CA），輸入正確的CA密碼。（請注意：如投標人未在投標截止時間/開標時間前進行簽到，原則上將無法進行解密，將被視為撤回其投標文件。）
The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)
投標文件解密時限為60分鐘。投標人未在上述解密時限內完成解密視為解密失敗，根據電子招標投標辦法的規定，視為投標人撤回投標文件。
The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.
投標人對開標有異議的，應當在開標現場提出，招標人當場做出答復，并制作記錄。未在線上開標現場提出的開標異議，不予受理。
Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
